Affairs 11 29 05 MINUTES ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION REGULAR SESSION Tuesday, November 29, 2005, 4:30 p.m. Board Room, Carnegie Stout Public Library 360 W. 11th Street, Dubuque, Iowa Call to Order Meeting was called to order at 4:40 p.m. following staff assurance of compliance with the Iowa Open Meeting Law. Commissioners Present: Mark Wahlert, Amy Weber, Sue Riedel, William Intriligator, Paul Kohl, Rebecca Fabricius. Commissioners Absent: Jane Kenworthy Staff Present: Jerelyn O'Connor Review/Approve Minutes of October 25,2005 Motion by Riedel to approve. Second by Intriligator. All in favor. New Business Artwork in the Port of Dubuque O'Connor explained that Cindy Steinhauser was unable to attend the meeting. She reviewed with the Commission the proposal for Artwork at the Port of Dubuque. This project is part of the City's Vision Iowa commitment to incorporate art elements and landscaping in the Port. The Dubuque program was approved by the City Council in November. The program is modeled after a municipal art project in Gillette, Wyoming, called the Avenue of Art. Assistant City Manager Steinhauser recommended working with the Arts Commission to implement a similar program in Dubuque. The Commission discussed the proposal at length. The consensus was that it is appropriate for the Commission to take a leadership role in the program but agreed that artwork should be selected by a juried panel with expertise in that area. Sue Riedel stated that she would like to see Iowa artists represented and suggested working with Iowa Department of Cultural Affairs Director Anita Walker for statewide publicity and to access DCA's database of Iowa artists. The project presents a good opportunity to involve many of the local arts organizations and the schools. Mark Wahlert volunteered to serve as Commission representative on a subcommittee to plan the implementation of this project. Consensus of the commission was to form a planning subcommittee with artists, community arts leaders, and commission representation. Commission members suggested several persons as possible members of the committee. There was a suggestion to schedule the unveiling of the sculptures as part of America's River Festival or possibly as part of Arts and Culture Month in October. Master Calendar for Arts and Cultural Affairs Advisory Commission. O'Connor distributed a draft master calendar for the commission which details proposed grant review cycles, budgeting and reporting, Arts and Culture month, etc. Information Sharing. In response to questions by commissioners, O'Connor distributed a memorandum to the commission regarding meeting attendance of commissioners. The ordinance states that commission members shall attend at least two-thirds (2/3) of all regularly scheduled and held meetings within any consecutive twelve month period. All commissioners have met the attendance requirement this year. O'Connor shared that she spoke with Commissioner Kenworthy on November 29. Jane Kenworthy stated that she will be submitting her letter of resignation. O'Connor also distributed information on the upcoming Dubuque Cultural Alliance meeting. MOTION to Adjourn by Fabricius, Second by Intriligator.
