SUBJECT: PEG Access Capital Grant Expenditure
The Cable Community Teleprogramming Commission is recommending approval of a
request from Mediacom for a $200 grant from the Capital Grant for Access Equipment
and Facilities for chromakey paint for the Access Studio at Mediacom.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: PEG Access Capital Grant Expenditure
INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable Community
Teleprogramming Commission to approve a request from Mediacom for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
As part of the new cable television franchise agreement with Mediacom, a Capital Grant for
Access Equipment and Facilities was established in June with a beginning balance of $176,400.
Subsequently, quarterly adjustments and interest have added $8,787.60 to the fund. At the
September 19, 2005 Council meeting, the City Council approved the Commission's first
recommendation for funding. That request included grants for Mediacom ($71,468.38), City of
Dubuque ($23,033.75), Dubuque Community School District ($14,832.18), and Eleanor
Roosevelt Middle School ($16,000).
Most recently, at the February 6, 2006 Council meeting, the City Council approved the
Commission's second recommendation for funding, a request from the City of Dubuque for
$36,800. The current balance of non-appropriated funds is $26,365.93.
Mediacom submitted a request to the Commission for $200 for some chromakey paint for the
Access studio at Mediacom. This will allow them to paint one studio wall Arboretum Green and
videotape people and objects against this wall and "key" them into other scenes and
backgrounds. The immediate need for this capability is a story time project for the new
Dubuque Community Schools education channel. The paint will be purchased from an
authorized city vendor, Mautz Paints.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation of the $200 grant be forwarded to
the City Council to receive, file, and approve.
