CITY OF DUBUQUE SAFE COMMUNITY ADVISORY COMMITTEE
REGULAR SESSION
6:00 p.m.

Committee Members Present: Chair Doug Stillings; Committee Members Anthony
Allen, Ann Ernst, Mary Rae Bragg, Sue Stork and Chris Welch
Committee Members Absent: Rachel Daack, Jonathan Cheatham, Diane Callahan

CALL TO ORDER: The meeting was called to order by Chair Doug Stillings at
6:15 p.m.
CERTIFICATION OF COMPLIANCE: Staff verified that the meeting was being held in
compliance with the Iowa Open Meetings Law.
ADMINISTER OATH OF OFFICE: Committee members welcomed newly appointed
Chris Welch, and the Chair administered the oath of office.
APPROVAL OF MINUTES: Motion by Sue Stork, seconded by Mary Rae Bragg, to
approve the minutes of September 12, 2012, as submitted. All in favor.
ACTION ITEMS
Doug Stillings shared Jonathan Cheatham's letter of resignation. Anthony Allen moved
to accept Jonathan's resignation. Sue Stork seconded. All in favor.
Committee members reviewed the recently updated recommendations provided by staff
and designated as accomplished or in- progress and challenges. They will present the
report to the City Council at their December 3 meeting. Doug recommended getting the
report to the City Council well in advance and that staff and committee members be
present at that meeting to answer any question. Doug, as Chair, will give a brief
presentation and also recommend that that committee continue for another year.

Joe Noll voiced concern that there are crime properties at 378 & 380 W. Locust. There
were 68 calls for service and still not sufficient consequences — landlords got letters.
Because of meetings with the Landlord Association there have been changes to the
ordinance. Crenna will send Mr. Noll a copy of the crime property ordinance. Doug
requested that staff investigate whether additional penalties are possible.
ADJOURNMENT: Motion to adjourn made by Mary Rae Bragg and seconded by
Anthony Allen. All in favor. The meeting adjourned at 8:00 p.m.
