INTRODUCTION
This memo requests that the City Council set a public hearing on the final draft of the
Dubuque County Regional Smart Plan for January 22, 2013. A resolution for setting the
public hearing is enclosed.
DISCUSSION
With funding from a State grant, Dubuque County, the City of Dubuque, and six small
cities -- Peosta, Asbury, Dyersville, Farley, Epworth, and Cascade — and the Dubuque
Soil & Water Conservation District formed a Smart Planning Consortium to create the
Regional Smart Plan. The State grant requires adoption of the Smart Plan by February,
2013.
The Dubuque County Regional Smart Plan is an important regional collaboration that
covers a great deal of information. The Smart Plan utilized the Sustainable Dubuque
plan and Iowa's Smart Planning legislation to create the Smart Plan as a model for
other local governments.
The Smart Planning Consortium held a series of public meetings in 2011 and 2012 to
gather input on the Smart Plan. The final draft incorporates the public and stakeholder
input received over the 18 month planning process. The City Council has scheduled a
work session on the final draft of the Smart Plan for January 7, 2013.
REQUESTED ACTION
The City Council is asked to set a public hearing for January 22, 2013 on the Dubuque
County Regional Smart Plan.
