Sealed bids were received for the 2006 Curb Ramp Installation - CDBG Project,
Phase II. City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, Kluck Construction, Inc., in the amount of $23,843, which is 1.3% under the
estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the 2006
Curb Ramp Installation - CDBG Project, Phase II.
BACKGROUND
The 2006 Curb Ramp Installation - CDBG Project, Phase II will provide for the
installation of curb ramps throughout the City and consists of 12 ramps in the areas of
Elm Street to Central Avenue and 15th Street to 22nd Street.
The proposed ramps for this phase of construction include areas needing small
retaining walls, additional sidewalk, curbing, and railings.
BID RESULTS
Sealed bids were received on the project on February 2, 2006. Kluck Construction, Inc.
of Dubuque, Iowa, submitted the low bid in the amount of $23,843.00. This amount is
1.3% under the estimate of probable cost. A summary of the bid proposals received is

Community Development Block Grant Funds for Fiscal Year 2006 that has a balance of

ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolutions awarding the 2006
Curb Ramp Installation - CDBG Project, Phase II to Kluck Construction, Inc. in the
amount of $23,843.00.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 11th day of January, 2006, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the 2006 Curb Ramp Installation - CDBG Project, Phase II.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

AWARDING CONSTRUCTON CONTRACT FOR THE 2006 CURB

Whereas, sealed proposals have been submitted by contractors for the
2006 Curb Ramp Installation - CDBG Project, Phase II pursuant to Resolution
No. and notice to bidders published in a newspaper published in the City
of Dubuque, Iowa on the 20th day of January, 2006.
Whereas, said sealed proposals were opened and read on the 2nd day of
February, 2006, and it has been determined that the bid of Kluck Construction,
Inc. of Dubuque, Iowa, in the amount of $23,843.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Kluck
Construction, Inc. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

Whereas Kluck Construction, Inc. has submitted the attached executed
contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the
contract on behalf of the City of Dubuque.

INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the construction of
curb ramps at various locations throughout the City in compliance with the American
with Disabilities Act.
BACKGROUND
The Americans with Disabilities Act requires that curb ramps be installed at
intersections in all areas of the City. This area is also part of the Housing Department's
Washington Neighborhood Revitalization Area. The City has been installing ramps on
all street resurfacing and reconstruction projects, as well as on all sidewalk inspection
routes.
DISCUSSION
This project continues a systematic program for the installation of curb ramps
throughout the City and consists of 12 ramps in the areas of Elm Street to Central
Avenue and 15th Street to 22nd Street.

switchbacks constructed with footings, walls and railings. The project will be funded
through the Community Development Block Grant Funds for Fiscal Year 2006 that has

The City Council is requested to establish the date for the public hearing and authorize
the City Clerk to advertise for proposals through adoption of the enclosed resolutions.

accordance with the provisions of Chapter 384, City Code of Iowa, at 6:30 p.m.,
on the 20th day of February, 2006, in the Public library Auditorium, 360 West 11th
Street, in Dubuque, Iowa. Said proposed plans, specifications, form of contract
and estimate of cost are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections thereto or to the'
