AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF DUBUQUE, IOWA, BY MODIFYING SUBSECTION (b) OF SECTION
32-214 THEREOF PROVIDING FOR THE ADDITION OF A STOP SIGN AT
THE INTERSECTION OF HEEB STREET AND WEST SEVENTEENTH
STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by adding Heeb Street and West Seventeenth Street to Subsection
(b) of Section 32-214 thereof as follows:
"Sec. 32-214. Stop Intersections.

SUBJECT: Heeb Street and West 1yth Street
INTRODUCTION
This memo is the result of the City Operations and Maintenance Department
contacting the Engineering Department regarding the status of traffic control at
the intersection of Heeb Street and West 1 yth Street.
There was a question as to whether the sign was missing or had never been
installed at this location.
BACKGROUND
A stop sign has never been installed at this location.
IDOT crash data indicates there have been nine crashes at the intersection in
the last five years. This would be considered a relatively high number based
on the volume of traffic passing through the intersection.
Heeb Street extends to the north of West 1yth Street for about 400 feet at
which point it intersects with Clarke Drive. Southbound vehicles on Heeb
approaching West 1 yth do so at a 10% downhill grade.
Due to the lack of a stop or yield sign on Heeb Street, the Iowa State Code
and City of Dubuque Code of Ordinances would require a vehicle approaching
the intersection to yield to a vehicle on the right. Therefore, a vehicle that is
westbound on West 1 yth Street would be required to yield to southbound
vehicles on Heeb Street. Anecdotal evidence indicates that most motorists on
Heeb Street stop and/or yield to traffic on West 1 yth Street.
RECOMMENDATION
To clarify the right-ot-way at this intersection, I recommend the City Council
approve the installation ot a stop sign on Heeb Street at its intersection with
West 1 ih Street.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance providing tor
the installation ot a stop sign on Heeb Street at West 1 ih Street.
There has never been a stop sign on Heeb Street at West 1ih Street.
However, due to the geometry (T-intersection) and amount ot on-street
parking on 17th Street, I believe a stop sign should be installed.
