Economic Development Director Dave Heiar recommends City Council approval of a
Resolution endorsing a Revitalize Iowa's Sound Economy (RISE) grant application for a
new street to serve approximately 78 acres of new industrial property located on the
former South Siegert Farm. The new street is needed to accommodate the expansion
of the Dubuque Industrial Center South.
The total estimated cost of the street project is $500,632 which includes design and
engineering and construction services. The application requests that the State fund 50%
or $250,316 of the eligible costs with a RISE grant and the City will be responsible for
$250,316. The City will also be responsible for the extension of water and sewer mains,
street, lighting, fiber optic conduit, and landscaping along the new street. This
additional City cost is estimated at $223,326, bringing the City's total projected
investment to $573,642.

INTRODUCTION
This memorandum requests City Council approval of a Resolution endorsing a RISE
grant application for a new street to serve approximately 78 acres of new industrial
property located on the former South Siegert Farm. The new street is needed to
accommodate the expansion of the Dubuque Industrial Center South (see attached
map).
BACKGROUND
The Iowa Department of Transportation (IDOT) administers the Revitalize Iowa's Sound
Economy (RISE) program which provides funding in support of local and /or regional
economic development efforts. The RISE Funding may be used to assist construction of
new roadways to support new economic development initiatives.
A local match of not less than fifty percent is required in the Competitive RISE program.
The City would utilize G.O. Bond proceeds to use as local match. The Bond would be
repaid by Tax Increment Financing.
The pace of development has created a need for the next phase of the Dubuque
Industrial Center, which is the South Siegert Farm. Grading of this project began in the
summer of 2012 and will be completed in the summer of 2013. We are preparing to
construct the needed infrastructure, including streets, water, sewer and fiber. The
infrastructure improvements will provide for a street with a temporary cul -de -sac and will
provide access to approximately 78 acres of new industrial land.
DISCUSSION
The attached Resolution authorizes an application for RISE funding for a new 900 foot
urban industrial street with a temporary cul -de -sac providing access to approximately 78
acres of the South Siegert Farm. This road will provide direct access to much needed
industrial lots.
The Resolution contains provisions required by IDOT, including an endorsement of the
project, a certification that the roadway is dedicated to public use and will remain so
dedicated and the assurance that the City assumes responsibility for the ongoing
maintenance of the roadway improvement. The total estimated cost of the street project
is $500,632 which includes design and engineering and construction services. The
application requests that the State fund 50% or $250,316 of the eligible costs with a
RISE grant. The balance of street project cost ($250,316) will be funded by proceeds
from a G.O. Bond repaid by Tax Increment Financing. The City will also be responsible
for the extension of water and sewer mains, street, lighting, fiber optic conduit, and
landscaping along the new street. This additional City cost is estimated at $223,326,
bringing the City's total projected investment at $573,642. A detailed cost estimate is
attached.
RECOMMENDATION
I recommend that the City Council endorse the submission of an application for a RISE
grant for this industrial street. This project will provide access to approximately 78
additional acres of industrial land in the Dubuque Industrial Center South.
If the City is successful with this application, we will return to the City Council for
approval of the grant agreement and finalization of local match funding.
ACTION STEP
The action is to adopt the attached Resolution.

A RESOLUTION ENDORSING THE SUBMISSION OF A REVITALIZE
IOWA'S SOUND ECONOMY (RISE) APPLICATION TO THE IOWA
DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF A
NEW STREET IN DUBUQUE INDUSTRIAL CENTER SOUTH
Whereas, the City of Dubuque believes that economic development opportunities require
developable industrial land with adequate public infrastructure in order to retain and
attract new job creating businesses and industries to this community; and
Whereas, the City of Dubuque is working with local and national industries in the
development of industrial properties in the new Dubuque Industrial Center South; and
Whereas, the Iowa Department of Transportation, through its Revitalize Iowa's Sound
Economy (RISE) Competitive Project Funding, has monies available for the development
of public roadways to support economic development opportunities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City of Dubuque hereby endorses the application to the Iowa Department
of Transportation for RISE Competitive funding to provide roadway access to new
industrial sites in the Dubuque Industrial Center South.
Section 2. That the City of Dubuque hereby certifies that the roadway improvements
will be dedicated to public use and will remain so dedicated to public use and that Tax
Increment Financing will be available to finance the City's portion of project costs.
Section 3. That the new street will provide access to industrial properties in the new
Dubuque Industrial Center South.
Section 4. That the City of Dubuque hereby assumes responsibility for and ongoing
maintenance of these roadway improvements and ensures that the roadway will be
adequately maintained in the future.
Section 5. That the City Manager is authorized to sign, on behalf of the City Council,
the application for RISE funding.

The City and Greater Dubuque Development have successfully recruited a number of businesses to the
Community. These include IBM with 1,300 new jobs, Hormel Foods Corp., Medline Industries, ITC Holdings
Corp., Arts -Way Vessel, Inc., and Sedgwick, Inc. They have assisted home grown business such as IWI Motor
Parts, Theisen Stores, The Adams Company, American Tank & Fabrication Company, Oral Arts, Giese
Manufacturing, Vanguard Countertops, Tri -State Industries, DDI, Inc., Automated Presort, Inc., The Hodge
Companies, and Dubuque Screws Products, Inc. with expansions /relocations. The City and GDDC also assisted
McGraw -Hill Higher Education and Kendall Hunt Publising Company with expansions /relocations. Flexsteel
Industries has completed construction of their new corporatate headquarters. Both Flexsteel and McGraw Hill
are in the Port of Dubuque /Americas River Project area. In August of 2011, the City sold 24.51 acres to Green
Industrial Supply in the Dubuque Industrial Center West for a new $9,119,070 industrial/distribution facility.
The 120,000 sq. ft building is complete. This building is on the new RISE funded street approved by the
Commission in 2009. IWI Motors Parts also built its new facility on this street. The final 6.11 acres site left on
this RISE funded street was sold to Federal Express for a new Processing Center, the building is under
construction and about finished. These are three more examples of the success of the City of Dubuque and the
Greater Dubuque Development Corporation, and why additional industrial sites are needed.
TRANSPORTATION NEED INFORMATION

of Dubuque CIP for 2012 and 2013, the ECIA Regional "Comprehensive Economic Development Stategy ",
June 30, 2011 Annual Report and is consistent with the DMATS (Dubuque Metropolitan Area Transit Study)
2031 Long Range Transportation Plan. The industrial park development is also a top priority of the City
Council.

ECONOMIC DEVELOPMENT
The construction of the new street into Dubuque Industrial Center South is essential to
the Dubuque's and Greater Dubuque Development Corporation's (GDDC) short -term
plans for economic development. The city and the corporation, in cooperation with
Prosperity Eastern Iowa (a regional economic development marketing organization), are
actively recruiting new industry and are working closely with the Iowa Economic
Development Authority in the marketing of the industrial parks. The City and the
Corporation have had great success in recruiting new and expanding businesses and
have sold basically most of their property in the Dubuque Industrial Center West
(DICW). There are only several small lots left. The creation of the US 20 Industrial Park,
with a variety of lot sizes, including larger lots, is imperative. The City and Greater
Dubuque Development have successfully recruited a number of businesses to the
Community. These include Hormel Foods Corp., Medline Industries, ITC Holdings
Corp., Arts -Way Vessel, Inc., and Sedgwick, Inc. They have assisted home grown
business such as Theisen Stores, The Adams Company, American Tank & Fabrication
Company, Oral Arts, Giese Manufacturing, Vanguard Countertops, Tri -State Industries,
DDI, Inc., Automated Presort, Inc., The Hodge Companies, and Dubuque Screws
Products, Inc. with expansions /relocations. The City and GDDC also assisted McGraw -
Hill Higher Education and Kendall Hunt Publising Company with
expansions /relocations.
On January 15, 2009 IBM announced that it was coming to Dubuque and bringing with
them 1,300 new jobs in Information Technology. IBM indicated that 125 to 200 current
employees would move to Dubuque and that the rest would be hired locally. Greater
Dubuque Development Corporation, in cooperation with the City of Dubuque and five
other organizations established "DubuqueWorks ". This unified effort assisted and
coordinated the efforts to recruit new employees to the greater Dubuque area. As of
December 31, 2011, IBM kept its promise and created 1,300 new positions in the City
of Dubuque!!
In August of 2011, the City sold 24.51 acres to Green Industrial Supply in the Dubuque
Industrial Center West for a new $9,119,070 industrial /distribution facility. The 120,000
sq. ft building is complete. This building is on the new RISE funded street approved by
the Commission in 2009. IWI Motors Parts also built its new facility on this street. The
final 6.11 acres site left on this RISE funded street was sold to Federal Express for a
new Processing Center, the building is under construction and about finished. These
are three more examples of the success of the City of Dubuque and the Greater
Dubuque Development Corporation, and why additional industrial sites are needed.
In spite of this tremendous success, the Dubuque area has seen some reduction of job
opportunities in the area in recent months: McGraw -Hill is closing its Distribution Center
in the Industrial Center West, as more and more publications are being sold as e-
books.
The City of Dubuque, the Greater Dubuque Development Corporation, and other
economic development officials in the area are not content to rest on their
accomplishments. All realize the need to move forward and provide the area with
additional shovel -ready industrial sites. The need for the RISE funding for this project is
great.
The proposed RISE project would construct a new street that would provide access to
140 acres that would be developed into 78 usable acres with four (4) industrial sites
ranging in size from 13 acres to 25.9 acres. The new industrial park is named "Dubuque
Industrial Center South" and lies directly along 4 -lane US 20. This new park would
provide a superb location for future industries looking for high visibility at one of the
"gateways to the Key City ".
The City of Dubuque proposes constructing the street at a total cost of $500,630.94.
The grading of the industrial park is about complete. New industrial expansion is
dependent upon the construction of this street for the new Industrial Park. In order to
spur and control this development the City of Dubuque with the assistance of the GDDC
bought 140 acres. The have spent $770,000 in purchasing this 140 acres of land
(South Siegert Farm). The City is spending an additional $2,602,320 in grading and
installing utilities to the lots. Total investment by the City in acquisition, grading, utility
and engineering costs is $3,372,320.
As identified in the existing conditions section, the other non - roadway factors are in
place. The zoning is industrial and adequate sanitary sewer, water, police and fire
protection are available in the area. The City is extending sanitary sewer and water into
the industrial park. Electrical Service will be extended by Alliant Energy and Maquoketa
Valley REC and natural gas by Black Hills Energy.
Local employment in Dubuque is comprised of a wide variety of manufacturing,
information technology, service, distribution, commercial, health, education, and retail
businesses. Greater Dubuque Development and the City want to broaden the
manufacturing, information technology and retail base so that the local environment
yields a more diverse and healthy economy.
The City and Greater Dubuque Development are members of Prosperity Eastern Iowa,
a regional Economic Development marketing group. Greater Dubuque Development, in
partnership with Iowa Workforce Development, has completed a Laborshed Study of
the region, a Fringe Benefit Profile of the region and an "Advanced Manufacturing"
analysis of the region. In addition, the City has an updated Community Quick
Reference.
The RISE funding will provide timely support to this park development and will assist in
future marketing efforts. We encourage the IDOT Commission to act favorably on this
application.

IOWA'S SOUND ECONOMY (RISE) APPLICATION TO THE IOWA
DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF A
NEW STREET IN DUBUQUE INDUSTRIAL CENTER SOUTH
Whereas, the City of Dubuque believes that economic development opportunities require
developable industrial land with adequate public infrastructure in order to retain and
attract new job creating businesses and industries to this community; and
Whereas, the City of Dubuque is working with local and national industries in the
development of industrial properties in the new Dubuque Industrial Center South; and
Whereas, the Iowa Department of Transportation, through its Revitalize Iowa's Sound
Economy (RISE) Competitive Project Funding, has monies available for the development
of public roadways to support economic development opportunities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City of Dubuque hereby endorses the application to the Iowa Department
of Transportation for RISE Competitive funding to provide roadway access to new
industrial sites in the Dubuque Industrial Center South.
Section 2. That the City of Dubuque hereby certifies that the roadway improvements
will be dedicated to public use and will remain so dedicated to public use and that city
funds will be available to finance the City's portion of project costs.
Section 3. That the new street will provide access to industrial properties in the new
Dubuque Industrial Center South.
Section 4. That the City of Dubuque hereby assumes responsibility for and ongoing
maintenance of these roadway improvements and ensures that the roadway will be
adequately maintained in the future.
Section 5. That the City Manager is authorized to sign, on behalf of the City Council,
the application for RISE funding.

TRANSPORTATION JUSTIFICATION STATEMENT
The City, with the assistance of the Greater Dubuque Development Corporation have sold
basically most of their property in the Dubuque Industrial Center West. Only several small

lots, is imperative for the continued growth of the City, County and Region.
The proposed improvements to the 140 acres of the South Siegert Farm for Dubuque
Industrial Center South Industrial Park will consist of developing 4 industrial lots. The City
proposes constructing:
900' Street of 9" PCC
The Exhibit D -1 Vicinity Map depicts the general location of the industrial park within the
City's overall transportation system. Exhibit D -2 depicts the immediate location of the
proposed industrial Tots and proposed street improvements. The new street will access
Seippel Road.
The anticipated design year traffic is estimated to be 2,600VPD based on an estimation of
vehicle trips to the developed industrial lots. Of the total trips, it is estimated that truck traffic
will account for 30% of the traffic on the streets.
Construction the new street will provide access to the new Industrial Park.
The proposed street improvements consist of roadway excavation, 12" modified subbase, 9"
thick PPC concrete pavement, subdrain installation, storm sewer construction, topsoiling
and seeding of the disturbed areas. The total length of street improvements is
approximately 900 feet. Exhibit E -2 depicts the typical street cross section.
The new street will improve the business recruitment and retention perspective and the
long -term sustainable economic vitality of Dubuque's Industrial Center developments (West
and South),
With the high visibility from the adjacent US Highway 20 corridor, the future industrial sites in
the new Dubuque Industrial Center South will be in high demand.
Construction of the new street is proposed to provide access to proposed industrial Tots.
PROJECT COST & FUNDING
The estimate of probable cost for the Dubuque Industrial Center South new street project is
$500,631 which includes construction and engineering services.
The proposed funding for the project is as follows:

The application requests that the State fund up to 50% of the roadway improvements
(excluding sidewalks, street lights, water, sewer, etc.) or approximately $500,631 of the

from the City of Dubuque.

Narrative Documentation for Non - Roadway Dubuque Industrial Center
South Industrial Park
WATER
The City of Dubuque is served by several above ground and at- ground water storage tanks. Two
above ground storage tanks directly serve this industrial park: Pennsylvania Avenue facility with
a 1,250,000 gallon capacity and Northwest Arterial facility with a 2,400,000 gallon capacity. The
site is served by a 12" line on the east side and a 16" line along Seippel Road. The City of
Dubuque will be extending waterlines into the park.
SANITARY SEWER
The City of Dubuque has a sewer system with a great deal of excess capacity. It was built to treat
the waste products of the former Dubuque Parking Company and its successor FDL Foods, Inc.
Construction is underway by the City on upgrading the waste water treatment plant and the
equipment to an anaerobic digester system. Costs of upgrading the equipment and upgrading the
processing will exceed $60,000,000. The City has extended a 16" sewer trunk line to serve this
new industrial site. Additional laterals to each lot will be extended as each lot is sold.
ZONING
The industrial site has been rezoned to an industrial classification as the 140 site is owned by the
City.
100 -YEAR FLOOD PLAIN
None of the developed sites will be in the 100 -year flood plain. The City anticipates no issues in
providing building permits.
WETLAND AREA
Design calls for the preservation/creation of wetland areas.
ELECTRICAL
The new industrial park is served by Alliant Energy and Maquoketa Valley REC.
NATURAL GAS
Black Hills Energy will be providing natural gas service to the expanded industrial park area.

Dear Jerry:
I am writing to express support of the RISE application to fund the construction of
the 900' Street to provide access to new industrial sites in the new Dubuque
Industrial Center South industrial park.
This project is consistent with the DMATS 2031 Long Range Transportation Plan.
A part of the overall goal is to promote economic development and improved
access to major job centers for all modes of transportation in the DMATS area.
The construction of this new street will provide access to four industrial lots in the
new 140 acres industrial park, with 78 usable acres.
Securing funding for this project would assist in furthering the economic
development goals for the DMATS area. Should you need any additional

Pursuant to 2008 Iowa Acts, HF 2393, Iowa Code Section 8.11, all grant applications submitted to the state of
Iowa that are due beginning January 1, 2009 shall include a Minority Impact Statement. This is the state's
mechanism for requiring grant applicants to consider the potential impact of the grant project's proposed
programs or policies on minority groups.

Describe the positive impact expected from this project. The RISE funded new 900' Street will improve
access to the proposed Dubuque Industrial Center South industrial park. This will allow a greater volume of traffic,
especially semi - tractor trailers into the Industrial Center. This improved access will greatly improve the marketability of the
industrial lots and should attract new industries or the expansion of exisiting industries. These industrial busineses will
create new jobs, increasing the hiring opportunities for women, the disabled, and people from several different minority
groups.

Definitions

substantially limits one or more of the major life activities of the individual, or being regarded as an
