Wall Project was awarded on September 10, 2012, to Portzen Construction, Inc., in the
amount of $62,521.87.
City Engineer Gus Psihoyos recommends that the award for the North Fork
Containment Wall Project be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memorandum is to officially record in the minutes of the City Council
the completion of the North Fork Containment Wall Project.
BACKGROUND
The North Fork Containment Wall Project provided a wall of approximately 210 feet long
constructed to an elevation of 783.00. This wall will prevent water from overtopping
Pennsylvania Avenue west of J F Kennedy Road during extreme rain events.
DISCUSSION
On August 30, 2012 the City of Dubuque received informal bids for the North Fork
Containment Wall Project in the amounts of:

$73,845.00
Based on Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section 26.14,
through the informal bid process for public improvements, this project was awarded on
September 10, 2012 to Portzen Construction, Inc. of Dubuque, IA, in the amount of
$62,521.87.
