COMMUNITY DEVELOPMENT ADVISORY COMMISSION
2 -5C -1: COMMISSION CREATED; COMPOSITION:
A. Creation: There is hereby created a community development advisory commission
whose primary purpose shall be to provide for citizen participation in the
development and evaluation of the city of Dubuque's community development block
grant (CDBG) program.
B. Membership: The commission shall comprise nine (9) members; four (4) members
shall be residents of census tracts and block groups where at least fifty one percent
(51 %) of the residents are low /moderate income persons as determined by the
United States department of commerce, bureau of the census; four (4) members
shall be residents of the community at large; and one member shall be that member
of the housing commission designated by the housing commission. (2007 Code
§ 15 -46)
2 -5C -2: TERM; FILLING OF VACANCIES; COMPENSATION:
A. Term: The term of office for a commission member shall be three (3) years.
B. Removal Of Member: A commission member may be removed at any time with or
without cause by a vote of two - thirds (2/3) of all members of the city council.
C. Filling Vacancies: A vacancy occurring on the commission caused by resignation or
otherwise shall be filled by appointment of the city council for the remainder of the
unexpired term.
D. Compensation: Members of the commission shall serve without compensation
except for actual expenses, which shall be subject to approval by the city council.
(2007 Code § 15 -48)
2 -5C -3: ORGANIZATION:
The commission shall choose annually, at its first regular meeting of the fiscal year, one
of its members to act as chairperson, and another of its members to act as vice
chairperson, to perform all of the duties of the chairperson during the chairperson's
absence or disability. The commission shall adopt such rules and regulations governing
its organization and procedures as it may be deemed necessary, consistent with the
following:
A. Meetings: The commission shall meet as necessary to fulfill the purposes for which
the commission was created.
B. Attendance Of Members: Members of the commission shall attend at least two - thirds
(2/3) of all regularly scheduled meetings within any consecutive twelve (12) month
period. If any member fails to attend such prescribed number of meetings, such
failure shall constitute grounds for the commission to recommend to the city council
that said member be replaced. Attendance of all members shall be entered in the
minutes.
C. Minutes Filed With Clerk: The commission shall file with the city clerk a copy of the
minutes of each regular and special meeting of the commission within ten (10)
working days after such meeting. (2007 Code § 15 -51)
2 -5C -4: GENERAL DUTIES AND RESPONSIBILITIES:
The commission shall have the following duties and responsibilities:
A. To conduct public hearings in accordance with the minimum standards established in
the CDBG program's citizen participation plan to ensure meaningful citizen input in
the planning, implementation and assessment of the city's CDBG program;
B. To provide for and encourage the participation of low and moderate income persons
who reside in designated areas of slum and blight and residents of low and
moderate income neighborhoods, as defined by the city council, in the planning,
implementation and assessment of the CDBG program;
C. To identify community development needs, particularly the needs of persons of low
and moderate income;
D. To serve in an advisory role upon the request of the city council in policy decisions
regarding funding priorities and program development and implementation;
E. To monitor and evaluate program activities to advise whether identified community
development objectives have been met;
F. To undertake public information efforts to educate the citizenry of the availability of
CDBG funded programs and to provide for a greater understanding of the city's
community development efforts;
G. To assist in the preparation of the statement of community development objectives
and projected use of funds, amendments thereto and required reports including, but
not limited to, the annual grantee performance report (GPR) and the annual
comprehensive housing assistance strategy (CHAS);
H. To serve in an advisory role to the city manager in the review of complaints and
grievances received in accordance with the procedures established in section 2 -5C-
5 of this article; and
I. To support, upon request, the efforts of the city council and other city
commissions in the assessment of the general development needs of the
community. (2007 Code § 15 -49)
2 -5C -5: GRIEVANCE PROCEDURE; REVIEW STANDARDS; APPEAL PROCESS:
The grievance procedure for the community development block grant program shall be
as follows:
A. Right To File: Any aggrieved person may file a grievance with the city manager.
B. Contents: Grievances shall contain a concise statement of the grievance and an
explanation of the action desired.
C. Forwarding To Commission: The city manager shall forward the grievance to the
commission within seven (7) working days of its receipt.
D. Setting Date For Hearing; Notice To Complainant: The commission shall, within
fifteen (15) working days of the receipt of the grievance, set a time for a hearing. The
complainant shall be notified in writing of the time and place of the hearing. If a
grievance is resolved prior to the date of the hearing, the aggrieved party shall
request in writing that the grievance be withdrawn.
E. Hearing Procedure: The commission shall conduct a hearing to review the grievance.
The grievant may appear in person, by agent, or by attorney. All persons wishing to
appear before the commission shall have an opportunity to be heard regarding the
grievance. Minutes shall be kept of the proceedings of the hearing.
F. Recommendations Of Commission: The commission shall forward its
recommendation, in writing, to the city manager within ten (10) working days
following the hearing.
G. Action By City Manager: The city manager shall receive and review the
recommendation of the commission and shall respond to the grievant within ten (10)
working days of the receipt of the recommendation. The commission shall be
advised of the action of the city manager.
H. Compliance With Federal Regulations: The recommendations of the commission
shall comply with the regulations established by the U.S. department of housing and
urban development for the community development block grant program under title
of the housing and community development act of 1974, as amended, and this code.
I. Appeal To Council By Grievant: If the grievant is unsatisfied with the response of the
city manager, an appeal may be made filed with the city clerk. The appeal shall be
forwarded by the city clerk to the city council. The city council may, at its discretion,
hold a hearing to consider the concerns of the grievant.
J. Council Action; Appeal To HUD: Upon review of the appeal, the city council shall: 1)
accept the response of the city manager; 2) modify the response of the city
manager; or 3) return the grievance to the city manager for further review. If the
outcome of such appeal is unsatisfactory, the complainant may file a written appeal
with the U.S. department of housing and urban development (HUD). (2007 Code
§ 15 -50)
2 -5C -6: PROCEDURES FOR OPERATIONS:
The commission shall operate in accordance with the standards and procedures set
forth in the city's community development block grant (CDBG) program's citizen
participation plan. All administrative, personnel, accounting, budgetary and procurement
policies of the city shall govern the commission in all its operations. (2007 Code § 15-
52)

Safe Community Advisory Committee
2 -9 -1: Commission Created: There is hereby created the Safe Community Advisory
Committee to have such powers and responsibilities as hereinafter provided.
2 -9 -2: Mission: The mission of the Committee shall be to monitor the implementation
and progress of the Safe Community Task Force recommendations.
2 -9 -3: Internal Organization and Rules: The Committee may adopt rules and regulations
to govern its organizational procedures as may be necessary and which are not in
conflict with City or State Code.
2 -9 -4: Procedures for Operation: All administrative, personnel, accounting, budgetary,
and procurement policies of the City shall govern the Committee in all its operations.
2 -9 -5: Membership: The Safe Community Advisory Committee shall consist of nine (9)
residents of the City of Dubuque, appointed by the City Council.
2 -9 -6: Terms: The term of office for members of the Safe Community Advisory
Committee shall begin January 1, 2011 and end on December 31, 2011.
2 -9 -7: Vacancies: Vacancies caused by death, resignation, or otherwise shall be
promptly filled by the City Council for the unexpired term of office.
2 -9 -8: Officers /Organization: The Committee shall choose annually, from its own
membership, a chairperson and vice chairperson. The chairperson shall appoint a
secretary, who need not be a member of the Committee. The Committee shall fill
vacancies among its officers for the remainder of the unexpired term.
2 -9 -9: Meetings:
1. Regular Meetings. The Safe Community Advisory Committee shall meet
quarterly.
2. Special Meetings. Special meetings may be called by the chairperson or
at the written request of three (3) members.
3. Open Meetings. All meetings shall be called and held in conformance with
the Iowa Open Meetings Law.
4. Attendance.
a. In the event a member of the Safe Community Advisory Committee,
created by this Chapter, has been absent for two (2) or more consecutive
meetings of the Committee, without being excused by the chairperson, it
shall be grounds for the Committee to recommend to the City Council that
the position be declared vacant and a replacement appointed.
b. Attendance shall be entered upon the minutes of all meetings.
5. Minutes. A copy of the minutes of all regular and special meetings of the
Committee shall be filed with the City Council within ten (10) working days after
each meeting.
6. Quorum. Five (5) members of the Committee shall constitute a quorum for
the transaction of business. The affirmative vote of at least five (5) members shall
be necessary for the adoption of any resolution.
2 -9 -10: Compensation: The members of the Safe Community Advisory Committee
created by this Chapter shall serve without compensation, provided that they may
receive reimbursement for necessary travel and other expenses while on official
Committee business and such shall be within the limits established in the City budget.
2 -9 -11: Removal: The City Council may remove any member of any board or committee
which it has established.
2 -9 -12: Powers: The Safe Community Advisory Committee shall have the following
powers, duties, and responsibilities:
1. Monitor the implementation and progress of the Safe Community Task
Force recommendations.
2. Serve as conduit for information to the City Manager.
3. Provide reports to the City Council as needed.
4. Research and tasks as assigned by the City Council.

B. Special Meetings: Special meetings may be called by the facilitators or at the written
request of three (3) members.
C. Open Meetings: All meetings shall be called and held in conformance with the Iowa
open meetings law.
D. Attendance:
1. In the event a member of the commission, created by this chapter, has been absent
for three (3) or more consecutive meetings of the commission, without being excused by
the facilitator, it shall be grounds for the commission to recommend to the city council
that the position be declared vacant and a replacement appointed.
2. Attendance shall be entered upon the minutes of all meetings.
E. Minutes: A copy of the minutes of all regular and special meetings of the commission
shall be filed with the city council within ten (10) working days after each meeting.
F. Quorum: Six (6) members of the commission shall constitute a quorum for the
transaction of business. The affirmative vote of a simple majority of the members
present shall be necessary for the adoption of any resolution. (Ord. 59 -10, 11 -1 -2010)
2 -9 -10: COMPENSATION:
The members of the commission shall serve without compensation, provided that they
may receive reimbursement for necessary travel and other expenses while on official
commission business within the limits established in the city administrative policies and

2 -9 -11: REMOVAL:
The city council may remove any member of any board or commission which it has
established. (Ord. 59 -10, 11 -1 -2010)
2 -9 -12: POWERS:
The commission shall have the following powers, duties, and responsibilities:
A. To recommend to the city council the official acknowledgement of or absolving of a
sister city relationship.
B. To facilitate and maintain the exchange of information by and between the city and its
sister cities through, but not limited to, correspondence, delegation visits, and event

interest to our community and its future.
The City Clerk's Office, City Hall, 50 West 13`h Street, Dubuque, IA accepts applications for any Board and /or
Commission at any time, and the application stays active for one year from the date of receipt in the Clerk's Office.

Experience or education which qualifies you for this board or commission:: I am submitting my application
to re -apply for the Sister City Relationships Advisory Commission. It is my hope that I will be able to again
serve on this Commission so that I can continue to work on behalf of Dubuque's community to help
strengthen ties with our Dubuque Sister City partners. As a life -long educator, my passion and
involvement in fostering civic minded endeavors remains strong.
Since my current Commission appointment, I have been involved in various hosting events for Sister City
guests. One of Dubuque's most energetic relationships has been with Sister City, Dornbirn, Austria. As a
Sister City Commission member I have been actively involved in helping to host our Dornbirn guests as
they explored the Dubuque area. With fellow Commission members, I helped plan a library archive
display at our local library that features Dornbirn; helped facilitate Father Tom Rhomberg, Archbishop
Hanus, and other Rhomberg family members in meeting the Austrian delegation when they first visited
Dubuque. Later, Archbishop Hanus honored the request I made to him, on behalf of the Commission, to
write a letter of greeting from Dubuque to the Dornbirn people in October when the Dubuque delegation
visited Austria. I delivered the letter to City Clerk, Kevin Firnstahl, and believe that Mayor Buol read the
Archbishop's letter of greeting to the Dornbirn people.
I am currently in correspondence with Dornbirn's, Eva Thurnher, in trying to set up a doable elementary
classroom cultural exchange between a group of students in the Dornbirn area and a classroom in
Dubuque. The hope is that we can find two classrooms of similar grade levels to exchange Valentine's
Day greetings etc. and then possibly expand on that idea.
What contributions can you make or state reason for applying ?:
If I have the honor of being reappointed to the Sister City Relationships Advisory Commission, I will work
to expand my Sister City involvement with projects that have already been started (see above section);
help facilitate hosting Sister City guests who might be attending Dubuque's upcoming 2013 Sustainability
Conference; be active in engaging with China's Handan delegation when they visit Iowa, and I will
continue to work on civic student engagement issues .
I would appreciate the opportunity to serve another term on the Sister City Relationships Advisory
Commission and contribute to events and projects that will help our Dubuque citizens more fully
