the City Council's public hearing on the final draft of the Dubuque County Regional
Smart Plan.
Laura Carstens recommends City Council adoption of the Dubuque County Regional
Smart Plan as a policy document to be considered when updating the City of Dubuque
Comprehensive Plan.

INTRODUCTION
This memo transmits a resolution for adoption of the Dubuque County Regional Smart
Plan as a policy document to be considered when updating the City of Dubuque's
Comprehensive Plan. A public hearing on the Smart Plan prior to adoption is set for the
City Council's meeting on January 22, 2013.
DISCUSSION
With funding from a State grant, Dubuque County, the City of Dubuque, and six small
cities -- Peosta, Asbury, Dyersville, Farley, Epworth, and Cascade — and the Dubuque
Soil & Water Conservation District formed a Smart Planning Consortium to create the
Regional Smart Plan. The State grant requires adoption of the Smart Plan by the
County and seven cities by the end of February, 2013.
The Smart Plan utilized the Sustainable Dubuque plan and Iowa's Smart Planning
legislation to create the Smart Plan as a model for other local governments.
The Smart Plan is an important regional collaboration that covers a great deal of
information. The Smart Planning Consortium held a series of public meetings in 2011
and 2012 to gather input on the Smart Plan. The final draft incorporates the public and
stakeholder input received over the 18 month planning process. The Dubuque County
Board of Supervisors adopted the Smart Plan on January 14, 2013.
RECOMMENDATION
Staff recommends that the City Council adopt the Dubuque County Regional Smart
Plan as a policy document to be considered when updating the City of Dubuque's
Comprehensive Plan.

RESOLUTION ADOPTING DUBUQUE COUNTY REGIONAL SMART PLAN
Whereas, Dubuque County, Iowa was awarded a Community Development Block
Grant (CDGB) made possible by the American Recovery and Reinvestment Act (ARRA),
distributed through the Iowa Economic Development Authority (IEDA) for the purpose of
creating a Regional Smart Plan; and
Whereas, the Dubuque County Regional Smart Plan is consistent with the ten
(10) Iowa Smart Planning Principles contained in Iowa State Code Chapter 18B
(collaboration; efficiency, transparency and consistency; clean, renewable, and efficient
energy; occupational diversity; revitalization; housing diversity; community character;
natural resources and agriculture protection; sustainable design; and transportation
diversity) which must be considered and may be applied when governments deliberate
all appropriate planning, zoning, development, and resources management decisions;
and
Whereas, the planning process to create the Dubuque County Regional Smart
Plan was guided by the Smart Planning Consortium, which included representation
from the City of Dubuque; and
Whereas, the Smart Planning Consortium met throughout the process to review the
draft Dubuque County Regional Smart Plan and to provide input on plan language, goals
and objectives, and implementation strategies; and
Whereas, the Smart Planning Consortium meetings were open to the public, and
Public Input Meetings were held to gather input on the Dubuque County Regional Smart
Plan.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council hereby adopts the Dubuque County Regional Smart
Plan as a policy document to be considered when updating the City of Dubuque
Comprehensive Plan.

Dear Mayor and City Council Members:
On January 16, 2013, the Long Range Planning Advisory Commission held a public
hearing on the Dubuque County Regional Smart Plan. No public comments were
received.
The Commission has reviewed the Dubuque County Regional Smart Plan frequently
during its development. Commissioners participated in the Smart Plan's public
participation process by hosting public hearings, attending public input events, and
providing comments on various chapters of the Smart Plan. The Commission
commends the Smart Planning Consortium on an ambitious effort.
The Commission wishes to express their wholehearted enthusiasm for the creation of
the Dubuque County Regional Smart Plan and its implications for revitalizing
regionalism in the area. Commissioners commend this regional planning effort, and
understand the importance regional issues play in the planning and development of
local areas. The Commission feels that the regional planning approach will be effective
and have a positive fiscal impact.
By a vote of 5 -0, the Long Range Planning Advisory Commission recommends to the
City Council, adoption of the Dubuque County Regional Smart Plan as a policy
document to be considered when updating the City of Dubuque's Comprehensive Plan.
