Street and Sewer Maintenance Supervisor John Klostermann will give a short
presentation to the City Council regarding the City of Dubuque's Automatic Vehicle
Location (AVL) system equipment installed in the Public Works Department's snow and
ice control trucks and heavy equipment.
The Public Works Department will use its AVL system to provide timely information
through the City of Dubuque website regarding progress plowing streets during and
after winter storms. With this information, the public would be able to see which streets
had been plowed in the last four or eight hours - and which streets had not been plowed
up to that point in time. As a result, citizens could make informed choices regarding
whether to travel, and if deciding to do so, which route /streets to use.

INTRODUCTION
The purposes of this memorandum are to provide information regarding the City of Dubuque's Automatic Vehicle Location
(AVL) System equipment installed in the Public Works Department's snow and ice control trucks and heavy equipment.
BACKGROUND
Over the last six years, the Public Works Department first tested and then incrementally equipped its eighteen (10)
plow /deicer trucks and six (6) heavy equipment plows with AVL equipment. This equipment not only provides information to
those of us who manage plowing operations, such as vehicle location and speed, materials spreader settings, and plow
usage, but also information that the public would find helpful when trying to decide whether to travel during and immediately
after a winter storm.
DISCUSSION
Street and Sewer Maintenance Supervisor John 14ostermann would like to give a short presentation to the City Council
regarding the City's snow plow AVL system. Our intent is to inform the City Council on how the Public Works Department will
use its AVL system to provide timely information through the City of Dubuque website regarding our progress plowing streets
during and after winter storms. With this information, the public would be able to see which streets had been plowed in the
last four or eight hours- and which streets had not been plowed up to that point in time. As a result, they could make
informed choices regarding whether to travel, and if deciding to do so, which route /streets to use.

Snow and Ice Control on City Streets
Snow and ice control is emergency work and is accomplished as efficiently and expeditiously as possible with the
resources available to City government A combination of many factors interact to make each snowfall and the effects
of each such snowfall unique.

Odd /Even Snow Route Parking
After significant snowfalls and when the City's snow route policy is declared, the program requires'odd./even" parking
along Dubuque's designated snow routes. When in effect, parking is prohibited on 'even - numbered" sides of streets on
even days of the month and on 'odd-numbered' sides of streets on odd days of the month. Parking restrictions are in
effect from noon to 5 p.m. OR 1 a.m. to 6 a_m., depending on the street. Violators of the odd /even parking policy will
be ticketed and fined $30. For additional details including a map of the odd /even snow route, click here
Enforcement of the snow route parking policy is announced in advance through area news media, including
CityChannel Dubuque. the local government access channel on the Mediacom cable television system (97.2 digital. 8
analog) and webstreamed here_ Notification is also provided via emails and texts through the City's Notify Me system.
Activation of the policy is also announced on the City of Dubuque website and through the City's CodeRED emergency
notification system.
Snow Removal - Sidewalks and Hydrants
It is the responsibility of property owners to keep sidewalks clear of snow and/or ice immediately after a snow fall ends
and no longer than 48 hours past the end of a snow event. If the sidewalk is not cleared, the City will send one
courtesy notice before hiring a contractor to clear the snow and assess the property; further violations may result in
civil citations with penalties up to $750 plus court costs. Also, corner lots are required to clear the snow from the
access ramps to allow unimpeded passage for pedestrian traffic.
It is against City code to shovel or blow snow into the streets when clearing driveways and sidewalks: repeat violators
