TO: SUBJECT: Port of Dubuque - Ice Harbor Transient Boat Dock Facility Project Design Consultant Selection Recommendation INTRODUCTION The purpose of this memorandum is to request City Council consideration and authorization to hire the Abonmarche Group to complete the engineering design services for the Port of Dubuque - Ice Harbor Transient Boat Dock Facility Project. BACKGROUND The City has a budget of $534,093 for transient boat docks at the Port of Dubuque as part of the Vision Iowa grant for the America's River project. The incorporation of a recreational boat dock facility is a required component of the Vision Iowa grant. The Vision Iowa Board has granted the City of Dubuque a time extension for the completion of the dock components. To satisfy the Vision Iowa grant requirements, staff is planning a phased approach with the planning, design and construction of transient boat docks at two potential locations in the Port of Dubuque: Phase 1 - Ice Harbor and Phase 2 - Mississippi River. The Abonmarche Group was hired and has completed the Transient Boat Docks Feasibility Study for the Port of Dubuque. The study evaluated the most appropriate location and accommodating slip configuration and layout for transient boat docks in the Ice Harbor at the Port of Dubuque. Upon completion of the Phase 1 - Ice Harbor component study, Abonmarche assisted the City in developing and submitting the Federal Boating Infrastructure (Tier 1) Grant. Based on the Port of Dubuque redevelopment efforts and the quality of the application presented, the City was successfully awarded the Tier 1 Grant in the amount of $100,000. PROJECT SCHEDULE The overall project scheduling constraint is to complete the construction of transient boat docks in the Ice Harbor by the summer of 2007 which will satisfy the Vision Iowa grant requirements. Staff anticipates that a transient boat dock facility could possibly be completed by either the fall of 2006 or the early summer of 2007. DESIGN CONSULTANT Due to the aggressive timetable, staff would like to hire a consultant to assist with project development work efforts to ensure that project schedule obligations are maintained in compliance with Vision Iowa grant requirements. When the City of Dubuque originally solicited proposals from qualified professional consulting firms to determine their interest and capabilities to complete a Transient Boat Docks Feasibility Study for the Port of Dubuque, only three (3) consulting firms submitted Proposals for the project, of which none were local firms. Staff believes this is a result of the specialized nature of performing the feasibility study and the small number of consulting firms in the midwest which focus on marina development. Due to the specialized nature of Ice Harbor Transient Boat Dock Facility Project; the potential for a minimal number of consultants that a qualified and interested in the project; and the experience of the Abonmarche Group in completing the feasibility study, staff is recommending that the Abonmarche Group be retained to complete the engineering design services for the project. Since 1979, the Abonmarche Group has served the Midwest region as a multi-faceted waterfront engineering, architectural, planning, and development firm. The Abonmarche Group specializes in public and private waterfront development services and has all the necessary resources for any waterfront project in-house, including a highly skilled full team of coastal engineers, structural engineers, civil engineers, regulatory specialists, construction specialists, waterfront planners, landscape architects, general architects, bathymetric surveyors, and land surveyors. RECOMMENDATION Based on the specialized nature of Ice Harbor Transient Boat Dock Facility Project and the project schedule commitments for the Vision Iowa grant, I recommend that the City Council authorize the hiring of the Abonmarche Group to complete the engineering design services for the Port of Dubuque - Ice Harbor Transient Boat Dock Facility Project. BUDGET IMPACT Based on the scope of work developed, the Abonmarche Group has provided a fee proposal in the amount of $24,675 to complete the planning, permitting, preliminary and final engineering design phases. Based on the planning level estimate of probable cost in the amount of $550,000 for the Ice Harbor Transient Boat Dock Facility Project, the fee proposal amount (approx. 4.5 %) is reasonable and acceptable. The City has budgeted funds available in the amount of $434,093 for transient boat docks at the Port of Dubuque and the additional Tier 1 Grant in the amount of $100,000. The Ice Harbor Transient Boat Dock Facility Project will be funded from this CIP budget and will be used as the local match for the grant funding.
