Clarification on Cost of Ubrary Service

A few statistics follow which can clarify some of the questions that came up during the Library's budget
presentation.
The Ubrary currently has 27.11 FTE. 17 positions are full time, 24 are part-time at 20 hours per week, and the
balance are hours for on-call, or substitutes.
Cost of Ubrary service is easy to look at by "Per Capita" and when compared to libraries of similar size,
Dubuque is in the middle:
$24.18 Council Bluffs
$25.58 Sioux City
$25.92 Waterloo
$34.88 Dubuque
$37,96 Davenport
$52.04 Ames
$53.94 Iowa City
Of these libraries, Dubuque has the iowest percentage of operating budgets allocated to staff.
There are three county libraries in Iowa which means the county does not pay the city library to provide library
service for rural residents. Other communities receive money from their counties as foliows:
$126,021 Ames
$ 52,855 Council Bluffs
$298,802 Iowa City
$ 51,961 Waterloo
Dubuque County, however, is the only county in the state that has a 28E agreement to provide library service to
residents that do not pay for library service (examples: Peosta, Asbury, Worthington, Sageville, etc.) As iong as
the agreement is in place the per capita charge will increase $1 each fiscal year until 75% of the county average
for library service is met. Carnegie-Stout received $16,750 last year from the 28E agreement. Amount per year
varies based on circulations.
