Proclamation Gannon Center Thanks i5i;B@.;E ~'~-~~- PROCLAMA TION WHEREAS, in 1966, Monsignor Timothy Gannon and a group of dedicated citizens established a publicly funded community mental health center for Dubuque county; and WHEREAS, beginning in 1968, the Hill Burton Legislation made it possible for the center to become, along with Mercy Medical Center, a regional mental health center providing comprehensive services to a broader geographic area; and WHEREAS, over the years, the Gannon Center has provided an increasing range of mental health services which have included, besides in and outpatient therapy and day treatment, psychosocial rehabilitation, residential and transitional housing, employment training, school based services, homeless outreach, jail diversion, and community consultation and education; and WHEREAS, in addition to these mental health related services, the Gannon Center has been, through the years, a significant collaborator in building the human services network in the entire Dubuque area, participating in the Friends of the Community, Juvenile Case Facilitation, Nursing Home Staff Training, Homeless Advisory Board, the Continuum of Care Consortium, Dubuque County MH/DD Stakeholders, the free medical clinic at the Rescue Mission, the Dubuque Area Labor Management Council, and other initiatives far too numerous to mention. NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, EXTEND ON BEHALF OF THE CITY COUNCIL, THE GRATEFUL THANKS OF THE CITY OF DUBUQUE TO THE GANNON CENTER FOR COMMUNITY MENTAL HEALTH AS IT ENDS FORTY YEARS OF DISTINGUISHED SERVICE TO THE COMMUNITY AND URGE ALL CITIZENS TO SEEK OPPORTUNITIES TO EXPRESS THIS APPRECIATION INDIVIDUALLY.
