Minutes Arts & Cult. Affairs 1 24 06 .. MINUTES ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION REGULAR SESSION January 24, 2006, 4:30 p.m. Board Room, Carnegie Stout Public Library 360 W. 11th Street, Dubuque, Iowa Meeting was called to order at 4:35 p.m. following staff assurance of compliance with the Iowa Open Meeting Law. Commissioners Present: Rebecca Fabricius (4:40 p.m.), William Intriligator, Paul Kohl, Amy Weber, Susan Riedel. Staff Present: Jerelyn O'Connor, Kevin Firnstahl Absent: Mark Wahlert, Jane Kenworthy Approval of Minutes from November 29, 2005. Paul Kohl corrected the word "sculpture" on page two be changed to "sqLllptures." Motion to Approve by Intriligator, Second by Kohl, Motion carried. New Business Correspondence from the Long Range Planning Advisory Commission requesting that Commission track and collect data pertaining to cultural arts community indicators. O'Connor gave a brief explanation of the request received by the Long Range Planning Advisory Commission for data from the Arts Commission that corresponds to the community indicators for success from the Comprehensive Plan. Since adoption of the 2002 Dubuque Comprehensive Plan, there has not been adequate data collected to measure progress. Previously Planning Services requested data through the Dubuque Cultural Alliance but the response was small. O'Connor suggested that staff could compile some of the data from information submitted by Arts and Culture organizations in the applications for Operating Support. The Commission concurred to compile data for indicators where possible and then request further information from arts organizations if necessary. The Commission further suggested the LRP Commission add local, state, and federal financial support under first indicator and expand definition beyond the key card indicator to a broader explanation of access. MOTION by Intriligator, second by Weber, The Commission suggests data be collected on the 5 community indicators with suggested modifications. Motion carried 5-0. Arts and Cultural Month O'Connor recapped previous Commission discussion on planning for Arts and Culture Month in October 2006. Riedel asked if there was already a subcommittee and suggested soliciting the arts organizations, public and private schools, and compile event information for one advertisement in the TH, Julien's Journal, or Cultural Alliance. O'Connor suggested collaboration between a subcommittee of Commission members and the Cultural Alliance to plan more than a listing of events, Le., PSA's, testimonials, special recognition ceremony, etc. Kohl suggested asking people what their idea of art is and picking the top 10. Weber and O'Connor will be attending the next Cultural Alliance meeting and will propose working with the Dubuque Cultural Alliance to plan for October Arts and Culture Month. Weber, Riedel, and Kohl volunteered to serve on this committee. Calendar of Arts Events Riedel suggested compiling master calendar of events that have received funding to draw attention to the number of projects/programs made possible by the City's arts funding programs. There was discussion whether this calendar would duplicate other arts calendars in the community. Increased awareness of the impact of the arts funding could be accomplished by expanded use of city publications, web site, as well as correspondence to council. Motion by Weber: The Commission agreed to have staff draft a letter for all funded organizations asking them to contact the City Council by letter or in person for the February 7 budget hearing thanking them for their support and expressing how the funding helped their organization. Second by Intriligator, Motion carried 5-0. Old Business Update on Port of Dubuque. Work is ongoing. A request for proposals will be going out to an extensive data base of artists over the next few months. Information sharing Commissioners Weber, Intrilgator, Wahlert, and Fabricius will attend the February 7, 2006, Arts Commission portion of the City's budget hearing. The February 3, 2006 Dubuque Cultural Alliance meeting has been moved to NISOM. Items from Commission Weber noted that there has been some talk in the arts community reflecting disappointment over not holding Winterfest in 2005. She has talked to Dubuque Main St., Ltd. about partnering with Galena Merchants' Association for an event and that this might be better suited for DMSL. Intrilligator thanked the commission for the funds the Dubuque Symphony Orchestra received, which helped make their Mozart event possible. He recapped elements and venues of the event. Weber noted that a resignation letter has not been received from Jane Kenworthy. O'Connor will contact Kenworthy. O'Connor asked if the February meeting could be moved due to a conflict. The Commission agreed to reschedule for February 23 at 4:30 p.m. Next Meeting: Thursday, February 23, at 4:30 p.m. MOTION to Adjourn by Weber, Second by Intriligator, Motion Carried 5-0.
