1. Approval of Minutes of January 26, 2006
Kluesner moved to approve the minutes of January 26, 2006, as written.
Seconded by Wertzberger, passed unanimously.
2. Discussion of Process for Police Entry Examination
Personnel Manager Randy Peck explained that the staff recommendation was to
use the POST test as the testing instrument, that remote testing sites be utilized,
to accept transferred POST scores, that the structured interview be included as
part of the certification project, that the certified list be good for one year versus
two and that the Commission certify a list of forty. Police Chief Kim Wadding
explained that they were recommending a one-year list as the majority of quality
candidates were usually hired during the first year or hired by another
community. He also explained that if remote testing sites were approved, the
Police Department would have representatives at each of the sites to assist and
to conduct the agility test. The Commission expressed concern about the cost of
testing every year and the amount of staff time necessary for this. Kluesner
commented that doing the written and agility tests on the same day would make
remote testing difficult. Wertzberger moved to receive and file the
communications, to approve the POST test as the testing instrument, to not
allow remote test sites, to approve the transfer of POST scores, to include the
oral interview as part of the certification process, to maintain the eligibility list for
two years and to certify a list of forty candidates. Seconded by Kluesner, passed
unanimously.
Wertzberger moved that the test date of April 22, 2006 at 9:00 a.m. at Clarke
College and that the application deadline be established as 5:00 p.m., March 24,
2006. Seconded by Kluesner, passed unanimously.
3. Establish Passing Point and Certify List for Position of Truck Driver
Wertzberger moved to receive and file the communications and to establish the
passing point for the position of Truck Driver at 68 and above correct answers.
Seconded by Kluesner, passed unanimously. The envelopes were opened and
the names of those receiving a passing score read. Wertzberger moved to
certify the list as read. Seconded by Kluesner, passed unanimously.

4. Establish Passing Point and Certify List for Position of Foreman
Wertzberger moved to receive and file the communications and to establish the
passing point for the position of Foreman at 96 and above correct answers.
Seconded by Kluesner, passed unanimously. The envelopes were opened and
the names of those receiving a passing score read. Wertzberger moved to
certify the list as read. Seconded by Kluesner, passed unanimously.
5. Establish Passing Point and Certify List for Position of Golf Course
Supervisor
Wertzberger moved to receive and file the communications and to establish the
passing point for the position of Golf Course Supervisor at 67% versus the
recommended 70%. Seconded by Kluesner, passed unanimously. The two
names were read and Wertzberger moved to certify the list. Seconded by
Kluesner, passed unanimously.
There being no further business upon motion the meeting adjourned at 1 :46 p.m.
