ABSENT: Chairperson Charles Winterwood; Commissioners Shannon Lundgren, Richard Stein and Mary Lynn Neumeister. CALL TO ORDER: The meeting was called to order at 7:00 p.m. without a quorum present. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. PUBLIC INPUT/COMPREHENSIVE PLAN UPDATE: FUTURE LAND USE MAP: Vice-Chairperson Prochaska welcomed everybody present for the Community Stakeholder Meeting. He explained the Long Range Planning Advisory Commission would not have a quorum and therefore all other agenda items will be forwarded to the March 15,2006 Long Range Planning Advisory Commission meeting. Staff Member Carstens stated the Long Range Planning Advisory Commission has begun the process of updating the Dubuque Comprehensive Plan which has not been updated since 2002. She explained the Commission is starting the process by seeking comment on the Land Use Plan Map. Staff Member Carstens stated once the Land Use Plan Map is adopted by City Council, it is used to help make land use decisions. Staff Member Carstens gave a PowerPoint presentation which outlined the goals and objectives of the current land use plan. The presentation also explained the different future land use designations as well as the need to accommodate these land uses. She explained the City has identified growth areas both inside and outside of its corporate boundaries that do not currently have development plans. Staff Member Carstens explained the City is seeking input on the best planned uses for the identified growth areas. Supporting maps were provided for review. Walter Loecke questioned the progress of the Southwest Arterial project and its impact on planning in that area. Staff Member Carstens explained the project is planned to finalize in 2011, and therefore lies within the timeframe ofthe plan update. She stated the Southwest Arterial is located within the identified growth areas. The land use planning within those growth areas will consider the impact of the Southwest Arterial. Commissioner Cline stated the Southwest Arterial project would have happened sooner; however, the State took the project off of its list of priorities. Jim Gonyier questioned whether the inventory of land planned for industrial uses is adequate for future development. Staff Member Carstens explained there is probably not adequate land slated for industrial uses since the nature of industrial uses has changed. She stated industrial uses are now typified by one story structures which require a greater area of land. She added the Dubuque Regional Airport recently completed a 2005 Master Plan which incorporates commercial and industrial land uses. Vice-Chairperson Prochaska asked if the City has purchased property to expand the airport. Staff Member Carstens confirmed the Airport has purchased additional property for expansion. Commissioner Cline left the meeting at 7:33 p.m. Dan LoBianco expressed appreciation for the City's land use goals and continuing support for downtown revitalization. Terry Bahl expressed an interest in designating his property at the intersection of Seippel and Asbury Roads as commercial. He also questioned whether rural residential development standards are a real option for development within the City of Dubuque. Staff Member Carstens stated County development standards are different than City standards. In response to a follow-up question from Jim Gonyier, Staff Member Carstens explained the mixed residential designation does not consider rural residential land uses. Walter Loecke asked if there are any planned industrial areas located along the Southwest Arterial. Staff Member Carstens stated there has been and continues to be planned industrial uses off of the Southwest Arterial. Debra Smith suggested the supporting maps identify streets and roads. She also felt the recreation map should be amended to show the City Trails as a different color. Ms. Smith also suggested the maps be located at Kennedy Mall to increase public awareness. The Stakeholders requested a separate Southwest Arterial map be provided as well. Vice-Chairperson Prochaska and Commissioner Oswald recognized the efforts of the Stakeholders and thanked everyone for attending.
