INTRODUCTION
This memorandum transmits for City Council review and approval, a Request for
Proposals (RFP) to provide graphic design services for a directional Pedestrian
Wayfinding Sign Program for persons traveling throughout Downtown Dubuque and the
Port of Dubuque.
The intent of this Pedestrian Wayfinding Sign Program is to enhance the visitor
experience and to compliment the existing highway and street signs and Vehicular
Wayfinding Sign Program.
BACKGROUND
For the past two years, the City of Dubuque, Dubuque Main Street Ltd., and the
Convention and Visitors Bureau (CVB) of the Dubuque Area Chamber of Commerce
have worked to develop a pedestrian wayfinding sign program. This planning process
involved:
1) a physical review of potential sign locations and decision points,
2) review of existing walking tours to determine destinations and points of interest,
and
3) research pedestrian sign programs in other communities.
The Pedestrian Wayfinding Sign Project Committee is facilitated by Assistant City
Manager Cindy Steinhauser, and includes: Sue Czeshinski, CVB Director; Kaye
Running, Manager, Iowa Welcome Center; Dan LoBianco, Executive Director, Dubuque
Main Street Ltd.; Randy Gehl, Public Information Officer; Bob Schiesl, Assistant City
Engineer; Bill Schlickman, Engineering Assistant; Wally Wernimont, Assistant Planner;
and me.

DISCUSSION
The Pedestrian Wayfinding Sign Program consists of two systems: map kiosks at
strategic decision points and directional trailblazer signs. The enclosed map depicts the
map kiosks at strategic decision points and directional trailblazer signs. The enclosed
chart lists the destinations and points of interest that will be part of the Pedestrian
Wayfinding Sign Program.
The map kiosks will include a map of Downtown Dubuque and the Port of Dubuque,
showing locations of all map kiosks, key destinations, attractions, and walking routes.
Kiosks will be located on public sidewalks in the Downtown and Port at decision points.
The trailblazer signs will be located in the public sidewalks within Downtown Dubuque
and the Port of Dubuque. This system will use pre-cast or stamped colored concrete or
metal medallions imbedded or inlaid into the public sidewalk in accordance for City
specifications.
The colors and the graphic design elements of the map kiosks and trailblazer signs will
assist the travelers to find their way to an attraction or a destination.
As part of the promotion of the districts, the CVB will produce a four-color mapping
system highlighting the districts, attractions, and destinations to compliment the
Pedestrian Wayfinding Sign Program.
The City has a budget of $25,000 for the Pedestrian Wayfinding Sign Program. This
budget includes expenses for graphic design services, as well as the production and
installation of wayfinding signs.
RECOMMENDATION
The project committee's recommendation is for the City Council to approve issuance of
the RFP for graphic design services for the Pedestrian Wayfinding Sign Program.

REQUEST FOR PROPOSALS
Graphic Design Services for Pedestrian Wayfinding Sign Program
INTRODUCTION
The City of Dubuque, Iowa is soliciting proposals from qualified consultants to provide graphic
design services for a directional Pedestrian Wayfinding Sign Program for persons traveling
throughout Downtown Dubuque and the Port of Dubuque.
The intent of this Pedestrian Wayfinding Sign Program is to enhance the visitor experience and
to compliment the existing highway and street signs and Vehicular Wayfinding Sign Program.
COMMUNITY BACKGROUND
The City of Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois
and Wisconsin. The City is approximately 30 square miles in area, with a population of
approximately 60,000 persons. The City's annual operating and capital budget is over $100
million and funds a full range of services.
The community has a stable and diversified manufacturing base and a growing service sector.
Dubuque is the major retail, medical, education and employment center for the tri-state area.
Tourism continues to be a major economic force in the community. City government works in
collaboration with the private sector to promote economic development.

ANTICIPATED PROJECT SCHEDULE
The project committee anticipates the following project schedule can be accomplished in
approximately three (3) months after award of contract by the City Council:
. Kick-off meeting with project committee to review sign regulations and coordinate on wording
and layout for map kiosks and trailblazer signs
. Provision of alternative template and icon designs for map kiosks and trailblazer signs three
weeks from contract award
. Review of alternative icon and template designs with project committee
· Review of recommended icon and template designs with cve Sign age Committee and City
Council
· Preparation of recommended icon and template designs and specifications for bidding and
production
PROJECT DELlVERABLES
The alternative and recommended icon and template designs for the map signs and the
trailblazer signs shall be provided in a digital format suitable for production by private
contractors, and in an electronic format compatible with the City's hardware and software.
INFORMATION TO BE INCLUDED IN PROPOSAL
To simplify the review process and to obtain the maximum degree of comparability, the proposal
shall include the following information and shall be organized in the manner specified below.
Letter of Transmittal
Provide a letter of transmittal briefly outlining the consultant's understanding of the work and the
name, address, telephone number, fax number and email of the consultant's primary contact
person.
Consultant Profile
Provide general information about the consultant's area of expertise as regards this RFP,
including the qualifications of the project manager and other key personnel who would be

assigned to the project. The City expects the consultant to provide expertise in graphic design.
ProDosal Qualifications
. List the names of the anticipated project manager and other key personnel associated
with the project and their qualifications and experience.
. Provide a sample portfolio of signage projects undertaken by the consultant's anticipated
project manager and other key personnel associated with the project.
. Include at least 3 client references with similar projects that have been completed in the
past 5 years. List the names of the key personnel proposed for this project who worked
on the referenced projects.
. Discuss the consultant's ability to integrate this project into the consultant's present
workload, based on the anticipated project schedule.

Provide a description of the means or strategy by which the consultant would satisfy the
following scope of services:
1) Design Template for Map Kiosks
. Review applicable City of Dubuque specifications with project committee
. Develop three (3) alternative spot color icon and template designs for the map kiosks
. Review alternative icon and template designs with project committee
. Review recommended designs with CVB Signage Committee and City Council
. Prepare specifications for bidding and production
. Coordinate design and production of signs as needed
2) Design Template for Trailblazer Signs
. Review applicable City of Dubuque specifications with project committee
· Develop three (3) alternative spot color icon and template designs for trailblazer signs
· Coordinate with project committee on wording and layout for trailblazer signs
· Review alternative icon and template designs with project committee
. Review recommended designs with CVB Signage Committee and City Council
· Prepare specifications for recommended signs for bidding and production
· Coordinate design and production of signs as needed
Fees and Compensation
Provide a proposed budget for completion of the proposed scope on the enclosed bid form.
Quotation of fees and compensation shall remain firm for a period of at least 90 days from the
proposal submission deadline. Please separate the proposed budget from the other portion
of the RFP submittal.

Initial screening will be done by the selection committee without benefit of knowing the
consultant's proposed fee for services.
Certificate of Insurance
The selected consultant will be required to meet the City's insurance requirements for
professional services (see attached Insurance Schedule C).
SUBMISSION REQUIREMENTS
An original plus six (6) copies of the proposal shall received in the office of the City of
Dubuque's Planning Services Department, 50 W. 13th Street, Dubuque, Iowa 52001 by 5:00
p.m. on April 21, 2006.

Each consultant assumes full responsibility for delivery and deposit of the completed proposal
package on or before the deadline. The City of Dubuque is not responsible for any loss or delay
with respect to delivery of the proposals. The City of Dubuque reserves the right to reject any
and all proposals and to negotiate changes with any consultant. The City of Dubuque is not
liable for any cost incurred by any consultant prior to the execution of an agreement or contract.
Nor shall the City of Dubuque be liable for any costs incurred by the consultant that are not
specified in any contract. The City of Dubuque is an Equal Employment Opportunity Employer.
EVALUATION CRITERIA
Proposals will be screened to ensure that they meet the minimum requirements of the proposal
format. The project committee will review qualifying proposals, and may interview a short list of
consultants. Factors to be considered by the committee may include the following:
· Qualifications and experience of the principal consulting staff that will work on the project.
· Grasp of project requirements and level of interest.
· Design approach/methodology in completing scope of services; creativity and problem
solving ability.
· Responsiveness and compatibility between consultant and City; general attitude and
ability to communicate.
· Ability to meet the anticipated schedule required to complete project.
. Proposed cost to complete project.
PROJECT TIME FRAME
The project committee anticipates the following time frame for consultant selection and project
completion. The time frame may be extended by several weeks if interviews are conducted.
