• An initial survey was sent in January of 2012 to our email database to
seek participants for a focus group.
• Questions and goals were developed in collaboration with the
City of Dubuque.
• An array of participants were identified from varying locations,
demographics and incomes.
• Participants came into Dubuque on August 11th to participate in the
focus group.
