City Engineer Gus Psihoyos is requesting acceptance of the construction contract for
the Port of Dubuque Water Main Extension Project.
The Port of Dubuque Water Main Extension Project was completed by Tschiggfrie
Excavating in the final contract amount of $182,971.40. This is 14.1% over the original
contract amount of $160,310.40. The extra cost is due to the fact that the water main
grade had to be shifted to avoid rock. During the boring operations, rock was
encountered. The bore pit had to be over excavated and the water main bored at a
lower elevation to avoid a rock outcropping.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Port of Dubuque Water main Extension Project.
BACKGROUND
The Port of Dubuque Water main Extension Project provided for the installation of a 12"
water main into the Port of Dubuque under the existing Canadian National Railway
tracks at 5th Street. The 12" water main connects to the existing 20" water main that
was constructed as part of the Historic Millwork District Complete Streets Project and
re- establishes an essential water distribution loop for the Port of Dubuque and
downtown area.
The project included:
• Directional boring casement pipe under the existing Canadian National Railway
tracks
• 197 feet of trenched 12" watermain construction.
• 213 feet of trenched 12" watermain construction with restrained joints.
• 64 feet of trenched 10" watermain construction with restrained joints.
• 210 feet of directional bored 12" watermain construction
• Installation of 5 watermain valves and 2 fire hydrants
DISCUSSION
The Port of Dubuque Water main Extension Project was completed by Tschiggfrie
Excavating of Dubuque, Iowa, in the final contract amount of $182,971.40. This is
14.1% over the original contract amount of $160,310.40. The extra cost is due to the

RECOMMENDATION
I recommend that the City Council accept the improvements and authorize payment of

Water main Extension Project.

RESOLUTION NO. 29 -13
ACCEPTING THE PORT OF DUBUQUE WATER MAIN EXTENSION PROJECT AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Port of Dubuque Water main
Extension Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the 20" Transmission Main Relocation Project capital improvement appropriation for the
contract amount of $182,971.40 less any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.
