SUBJECT: PEG Access Capital Grant Expenditure
Cable TV Coordinator Craig Nowack recommends City Council approval of a $6,089
funding grant for Mediacom from the Capital Grant for Access Equipment and Facilities.
This grant will be fora new switcher for Mediacom's public access studio since their
new cameras are unable to synchronize properly with their old switcher.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable Community
Teleprogramming Commission to approve a request from Mediacom for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
As part of the new cable television franchise agreement with Mediacom, a Capital Grant for
Access Equipment and Facilities was established in June 2005 with a beginning balance of
$176,400. Subsequently, quarterly adjustments and interest have added $8,787.60 to the fund.
The City Council has approved the Commission's earlier recommendations for funding,
including grants for Mediacom ($68,164.74), City of Dubuque ($23,033.75 and $36,800),
Dubuque Community School District ($14,832.18), and Eleanor Roosevelt Middle School
($16,000).
Most recently, at the February 20, 2006 Council meeting, the City Council approved the
Commission's recommendation for funding, a request from Mediacom for $200. The current
balance of non-appropriated funds is $26,165.93.
Mediacom submitted a request to the Commission for $6089 for a new switcher for their public
access studio. Because their new cameras are unable to synchronize properly with their old
switcher, they cannot fully utilize the equipment purchased in an earlier request for funding.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation of the $6089 grant be forwarded
to the City Council to receive, file, and approve.
