Leisure Services Manager, Marie Ware is requesting that the Maintenanceworker position be replaced with a new position titled Golf Course Technician. The new position would be compensated at the same rate as Maintenanceworker. The Maintenanceworker is represented by the Teamsters Union. The Golf Course Technician position will also be represented by the Teamsters Union. I support Marie's recommendation. In order to implement the recommendation, I request that the City Council approve a motion creating one Golf Course Technician position and eliminating one Maintenanceworker position in the Leisure Services Department. Ware, Leisure Services Manager SUBJECT: Create One Golf Course Technician and Eliminate One Maintenanceworker Position in Leisure Services DATE: January 29, 2013 Dubuque AlanerIcacnr 'ffil,, 2012 INTRODUCTION The purpose of this memo is to request approval to create one Golf Course Technician and eliminate one Maintenanceworker position within Leisure Services Department for Bunker Hill Golf Course. BACKGROUND Recently Gerry Lange was hired for the position of Golf Course Supervisor at Bunker Hill Golf Course. This left open a full time position of Maintenanceworker. Gerry had been in the position over 22 years. A review of the Maintenanceworker position was completed. The job evolved over the years that Gerry was in the position. The position has many skills, abilities and knowledge that are golf course specific. DISCUSSION In order to maintain the high quality nature of the course and its great reputation here in Dubuque, Gerry researched job descriptions from other golf courses. He also assessed the job he had been doing and the skills, knowledge and ability to do it. Together a new job title and description was developed. This description will allow us to recruit and hire a person qualified and with the skills to maintain Bunker Hill Golf Course at its current high level. The pay grade would remain unchanged and be at the same level as Maintenanceworker and Assistant Horticulturalist (GD -06). If this is acceptable a Civil Service test will be drafted and the recruitment process begun. RECOMMENDATION I respectfully recommend creation of one Golf Course Technician and the elimination of one Maintenanceworker.
