Assistant City Manager Cindy Steinhauser is recommending approval of a policy to
allow not-for-profits to advertise downtown events by hanging a banner under the Town
Clock.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Banner under the Town Clock
Introduction
The purpose of this memorandum is to request City Council approval of a policy to allow
for the hanging of a banner under the Town Clock and to approve a request to hang a
banner.
Discussion
The city of Dubuque continues to receive requests by not-for-profit agencies to hang
banners on the historic light poles along Main Street to advertise a special event. While
these light poles are not conducive to the hanging of banners for advertising purposes,
Leisure Services Manager Gil Spence has provided an alternative solution. As outlined
in the attached memo, he is recommending that a 9' x 3' banner be allowed to hang
under the Town Clock under the following conditions:
. Can only be used by Not-for-profits agencies to promote a downtown event;
. Can only be installed two weeks prior to the event;
. Installation will be coordinated by the Leisure Services Department;
. The banner will have no advertising logos; however the sponsor name may be
identified on up to 25% of the banner.
These banners would be similar to what is currently hung on the Town Clock to promote
events such as Dubuque ... and All That Jazz and Summerfest. I have reviewed this
information with Dan LoBianco, Executive Director of Dubuque Main Street Ltd. and he
concurs with the recommendations.
Also attached is a letter from Joan Tully on behalf of the Cable Car Quilters Guild
requesting permission to hang a banner under the Town Clock to promote their annual
Quilt Show and Auction April 21 - 23, 2006. Included in the attachment is a rendering of
the banner design.
Recommendation
Based upon the above information, I recommend City Council adopt the policy
establishing the hanging of a banner under the Town Clock. I further recommend
approval of the request of the Cable Car Quilters to hang a banner from April 8, 2006 -
April 23, 2006.

SUBJECT: Banners from Town Clock
The number of requests to display banners on the Town Clock is increasing every year.
Presently, banners are hung during the All That Jazz events to promote those events.
To accommodate these requests, I recommend a policy be established that would allow
it. Some of the points I would like covered by the policy would include the following:
. Banners would be displayed only two weeks prior to the event. The event is
sponsored by a non-profit organization and is held downtown. The banner would be
removed the first weekend following the event.
. Banner design standards be met and all banners receive City Council approval.
. Maximum size is 9' x 3'
. Each banner would have four grommets, one on each corner.
. Banner will have no logos and the sponsor name will cover no more than 25% of the
banner.
. Park Division staff will put the banner up and take it down.
. Only one banner can be displayed at a time.
. The banners will be displayed inside the north pillars so it can be seen from both the
north and south.

Dear Mayor and City Council Members,
I am requesting permission to hang the Cable Car Quilters Guild banner to advertise our Quilt show for
a two week time period beginning April 8 and ending April 23, 2006. This 3" x 9" banner will be
imprinted on both sides and hang in the North face of the arch ofthe Town Clock and will be visible to
traffic using Main St. in both directions. The banner will be placed by the city crew so that the town
clock pedestal does not incur any damage. The banner will be designed and executed by Jim Graves of
Graves Sign Co. We will need to seek corporate donations to fund this banner. Included in the lower
part of the design we plan on printing the credits of our benefactors in 2" lettering.. Our Quilt Show
event will take place at the Northeast Iowa Community College, 680 Main St., on April 22 and 23,
2006.
The Cable Car Quilters Guild is a non profit Dubuque organization. This show is a fund-raising event to
enable us to finance both our charitable and educational programs.. Our Guild has been able to donate
to date over 2,000 quilted items to charitable organizations in the Tn-State area and also to victims of
Hurricane Katrina. We also sponsor educational programs for our members and for the general public.
In conjunction with the Quilt Show, we are sponsoring a collaborative effort with the Carnegie Stout
Library to present a public lecture by our judge, Kathy Kansier, on April 19, 2006, on "Depression Era
Quilts".
I hope that you will consider our efforts and the need to advertise our event with this banner. Thank
