Chambers on Wednesday, February 6th, 2013 at 7:15 PM. This will follow the annual E911 Board Meeting.
Please note that only elected officials are able to vote to approve and amend the EMA budget, so if your Mayor
is unable to attend — please try to have someone from the council present to represent your city. Thank you.

Annual Budget Meeting for the Dubuque County Emergency Management Commission
Enclosed with this reminder you will find the meeting agenda, proposed budget information and copy of
a letter sent to the Mayors back in December. The changes in Iowa Code now require local EMA
commissions to approve a budget annually and only elected officials may vote to approve or amend the
budget. We will need 12 different governmental bodies represented for a quorum so if the Mayor is
unable to attend, please have representation by a council member.

I hope this letter finds you well and you are preparing for a relaxing holiday season. I would like to begin
by thanking you for your service as an elected official and your support of the Dubuque County
Emergency Management Commission.
Background
The Dubuque County Emergency Management Commission is established in Iowa Code Chapter 29C.
The emergency management commissions are comprised of a member of the Board of Supervisors, the
Sheriff, and the Mayor from each city in the county. A commission member may designate an alternate
to represent the entity. Historically most mayors have designated other individuals, mainly from the fire
department, to represent their city on the commission. The commission's duties are described in
Chapter 29C. The Dubuque County commission is funded through a federal grant, as well as allocations
from Dubuque County and the City of Dubuque. Dubuque County has 21 cities which makes us the
largest commission in the state and therefore establishes our quorum at 12 representatives.
2012 Legislative Changes
During the 2012 legislative session, SF413 changed Chapter 29C in regards to who is allowed to vote to
approve or amend the commission budget as well as how the local commissions may be funded. The
first change in Chapter 29C now states that only elected officials are able to approve or amend the
budget. So therefore when we have a meeting that requires adopting or amending the budget, the
mayors may only appoint a councilmember from the same entity to vote on the budget. The mayors
may continue to appoint any other individual to represent the city on all other matters and business of
the commission. The other change requires the County Board of Supervisors to fund the commission
using one of five options. In the past, the code stated the board of supervisors may fund the
commission. We do not anticipate this to be a major change as we have been using the joint
city /county funding method for decades.
Recommendation
The commission is planning to meet the requirements of the law change by implementing an annual
budget meeting on the same evening that the Dubuque County E911 board meets. We usually have
more elected officials at the E911 Board Meeting so we hope to have two meetings on one evening.
This annual meeting will be for the purpose of amending the current year budget and approving the
budget for the next fiscal year. The commission is required to certify and deliver to the county auditor
an approved budget by February 28th of each year.
Action Step
The Dubuque County Emergency Management Commission will meet on Wednesday, February 6th 2013
at 7:15 p.m. at the Epworth City Hall, Council Chambers, 191 Jacoby Drive East, Epworth, IA. This will
follow the annual board meeting of the Dubuque County E911 Board which will start at 6:30 pm. At this
meeting we need to ensure that we have at least twelve municipalities represented by elected officials
to have a quorum. If you are unable to attend, we need you to appoint a city council member to
attend and represent your city. An agenda and a budget will be distributed after the first of the year.
I have attached a couple documents that will hopefully help you understand these changes. Your
presence at the annual meeting is greatly appreciated.
The Dubuque County EMA Commission will continue to meet quarterly in May, August and November.
