We are writing to inform you of a price adjustment effective with customers May 2006
billing. Mediacom customers are being notified of the adjustment on their March monthly
billing statements. A copy of the notice, which contains the new rate information and
channel lineup, is enclosed for your convenience.
Mediacom Family cable will increase from $47.50 to $51.50. One of the primary goals of
Mediacom is to keep costs affordable for our customers. However, increasing costs - in
programming, copyright fees, costs to maintain operations, technology improvements,
rising health care costs and ever increasing fuel prices continue to impact our industry.
Also, the significant franchise required investments make the cost of providing cable
service in Dubuque higher than in any other Mediacom-served community. Mediacom is
absorbing most of the increased franchise-related expenses and is working to avoid
passing a majority of these costs on to customers.

Dear Subscriber,
Thank you for making the choice to be a Mediacom customer. We understand that our
competitive industry offers an increasing number of service choices to you and other
consumers. We appreciate the choice you make, and we want to keep you informed of
our commitment to deliver quality video and advanced digital products to Dubuque
residents and the greater community.
Early last summer, Mediacom and your Dubuque City leaders signed a new franchise
agreement that defines the scope of services to be delivered to the community. We placed
our trust in the needs your city leaders identified for Dubuque, and we are rapidly
implementing changes in our broadband network that will ensure the City of Dubuque
continues to have a technically advanced telecommunication system second to none.
Dubuque's new franchise includes an unprecedented investment by Mediacom customers
in public, governmental and educational access facilities. It requires an immediate
expenditure to expand the system channel capacity and directs us to build a multi-million
dollar "Institutional Network" that will interconnect more than 70 governmental and
community buildings to a dedicated fiber optic network. These services were developed
by the City of Dubuque as a result of needs assessment surveys conducted during the
franchise renewal process
The improvements add value to cable and broadband services for the City of Dubuque
and you. These significant investments to meet the franchise requirements are costs
shared by our company and its customers. Mediacom is working to minimize costs
through careful control of all expenses. The shared cost of these new services reflected in
the following rate adjustment.
Effective with the May billing cycle, Mediacom Family cable will increase from $47.50
to $51.50. Please note that unlike most Iowa communities, the City of Dubuque does not
allow us to separately list the franchise fee collected from customers and paid to the city.
In addition, the significant franchise required investments make the cost of providing
cable service in Dubuque higher than in any other Mediacom-served community.
Mediacom is absorbing most of the increased franchise-related expenses and has not
passed the majority of these costs on to customers.
Mediacom continues to be Dubuque's best entertainment, information and tele-
communications value. We recently introduced an all-inclusive telephone service with
unlimited long distance and free calling features at a competitively low rate. For most
customers, a Mediacom bundle of voice, video and data provides substantial savings on
the entire household cost for communication services.
