McDonald Park Development Project, Phase II INTRODUCTION The purpose of this memorandum is to request that the City Council initiate the bidding process for the AY. McDonald Park Development Project, Phase II. DISCUSSION The City has secured a $200,000 federal trails grant for construction of a hiking/biking trail in AY. McDonald Park. Since this is a federal aid project, the project is required to be bid through the Iowa Department of Transportation state-letting procedure. The project is currently on schedule for the April 18, 2006 state bid-letting date, to be held in Ames, Iowa. The City is required to follow its normal public bidding procedure and will officially award the contract at the May 1, 2006 City Council meeting. The schedule for the project is as follows: City Council initiate bidding process Notice to bidders Receipt of bids (in Ames) Notice of public hearing Public hearing/award contract Complete project March 20, 2006 March 24, 2006 April 18, 2006 April 21,2006 May 1, 2006 November 1, 2006 continued A.Y. Total project cost estimates are as follows: construction contract contingency design fees TOTAL $ 658,758 66,000 27,500 $ 752,258 ACTION STEP The action requested is for the City Council to adopt the attached resolutions giving preliminary approval of plans and specifications, ordering bids, and setting the date of the public hearing. McDonald Park Development Project, Phase II, in the estimated amount of $658,758; are hereby approved and ordered filed in the office of the City Clerk, for public inspection. BE IT FURTHER RESOLVED, that the amount of the security to aGcompany each bid shall be in an amount which shall conform to the provisions onhe notice to bidders hereby approved as a part of the plans and specifications heretofore adopted. That the City Clerk is hereby directed to advertise for bids for tile construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 10:00 a.m. on the 18th day of April, 2006, at IDOT, Office of Contracts, 800 Lincoln Way, Ames, Iowa. Bids shall be opened and read by the City Clerk at said time and will be submitted to the Council for final action at 6:30 p.m. on the 1st day of May, 2006.
