Van Milligen, City Manager Gus Psi hoyos, City Engineer _~9JC:) TO: SUBJECT: Alta Vista - Carlotta Streets Reconstruction Project Fiscal Year 2007 Street Construction Program INTRODUCTION The enclosed resolutions are in reference to the public hearing on the Alta Vista - Carlotta Streets Reconstruction Project. BACKGROUND The Alta Vista - Carlotta Streets Reconstruction Project will provide for the reconstruction of underground utilities, roadway sub-base and the construction of a new 31-wide concrete roadway between West 5th Street and University Avenue. The project will incorporate upgrades to the existing sanitary sewer system that include: the complete reconstruction of approximately 1,000 lineal feet of new a-inch mainline sewer; the reconstruction of nine (9) deteriorated brick manholes; and the replacement of thirty-seven (37) private sanitary sewer laterals. The cost for the individual sanitary sewer lateral replacements will be assessed to each respective private property owner. The project will also include the reconstruction of approximately 1,400 lineal feet of new watermain, mainline valves, fire hydrants and the replacement of twenty-one (21) lead residential water services. The cost for the individual lead residential water service replacements will be assessed to each respective private property owner. The project also provides for the construction of approximately 1500 lineal feet of new storm sewer and catch basins to improve the storm water conveyance in the area; the installation of fiber optics and telecommunications conduit infrastructure; and the reconstruction of the existing pedestrian sidewalks along both sides of Alta Vista and Carlotta Streets. City staff met with the City Forester on this project to discuss the condition and impact to the existing City trees within the project corridor. Staff also did an on-site walk through with the City Manager to review trees and their condition. There are fifteen (15) mature trees in this corridor. The City Forester has identified that all these trees could be removed either due to construction activities or because of disease. However, it is proposed that ten (10) trees will be removed due to the proposed construction operations. RECOMMENDATION I recommend that the City Council approve the plans and specifications and the Resolution with Respect to the Adoption of the Resolution of Necessity for the Alta Vista - Carlotta Streets Reconstruction Project. ACTION TO BE TAKEN The City is requested to approve the plans and specifications and the Resolution with Respect to the Adoption of the Resolution of Necessity through the adoption of the enclosed resolutions for the Alta Vista - Carlotta Streets Reconstruction Project. BACKGROUND Alta Vista Street was originally constructed with a granular stone surface in 1908. In 1922 the street was paved with asphalt. The last maintenance overlay applications were applied in 1988 and again in 1995. Carlotta Street was originally constructed with a granular stone surface in 1913 and in 1929 the street was re-constructed with concrete. DISCUSSION The Alta Vista - Carlotta Streets Reconstruction Project will provide for the reconstruction of underground utilities, roadway sub-base and the construction of a new 31-wide concrete roadway between West 5th Street and University Avenue. The project will incorporate upgrades to the existing sanitary sewer system that include: the complete reconstruction of approximately 1,000 lineal feet of new 8-inch mainline sewer; the reconstruction of nine (9) deteriorated brick manholes; and the replacement of thirty-seven (37) private sanitary sewer laterals. The cost for the individual sanitary sewer lateral replacements will be assessed to each respective private property owner. The project will also include the reconstruction of approximately 1,400 lineal feet of new watermain, mainline valves, fire hydrants and the replacement of twenty-one (21) lead residential water services. The cost for the individual lead residential water service replacements will be assessed to each respective private property owner. The project also provides for the construction of approximately 1500 lineal feet of new storm sewer and catch basins to improve the storm water conveyance in the area; the installation of fiber optics and telecommunications conduit infrastructure; and the reconstruction of the existing pedestrian sidewalks along both sides of Alta Vista and Carlotta Streets. City staff met with the City Forester on this project to discuss the condition and impact to the existing City trees within the project corridor. Staff also did an on-site walk through with the City Manager to review trees and their condition. There are fifteen (15) mature trees in this corridor. PROJECT COORDINATION In an effort to inform the impacted residents along Alta Vista and Carlotta Streets, the Engineering Department staff conducted three (3) public informational meetings in late 2005 and early 2006. The open forum meetings allowed staff to discuss the scope of the project, construction schedule, special assessment procedures, availability of financial assistance, as well as answer any questions relating to the project. The public informational meetings proved to offer mutual benefit to both staff and residents that attended. The plans have been reviewed by Building Services and Human Rights to ensure it complies with building code and ADA (Americar] Disabilities Act) requirements. The project, as outlined, will require Special Assessments to private properties in the amount of $196,016.29 and expenditure from the Annual Street Construction Program (Funded through Local Option Sales Tax) in the amount of $440,238.32. PROPERTY ASSESSMENTS Low- to moderate-income property owners subject to street assessment will be eligible for financial assistance ranging from 20 to 100 percent of the street assessment for the owner-occupied residential property depending on family size and income level. This financial assistance program is made available through the One Percent Local Option Sales Tax. Schneider, CMC, City Clerk RESOLUTION NO. 109-06 RESOLUTION WITH RESPECT TO THE ADOPTION OF THE RESOLUTION OF NECESSITY PROPOSED FOR THE ALTA VISTA - CARLOTTA STREETS RECONSTRUCTION PROJECT Whereas, the City Council has proposed a Resolution of Necessity for the Alta Vista - Carlotta Streets Reconstruction Project has given notice of the public hearing thereon as required by law; and Whereas, the public hearing has been held, all persons offering objections have been heard and consideration given to all objections and is pending before this Council; and Whereas, this is the time and place set as provided for the taking of action on the proposed Resolution of Necessity. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the proposed Resolution of Necessity described above is hereby: x Adopted, without amendment, and all objections filed or made having been duly considered are overruled. That the City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 2:00 p.m. on the 28th day of March, 2006.
