Minutes Historic Pres Com. 2 23 06 MINUTES tI~TCYR.IC JYR.~\?,mON c;ol4Ml~ION SPECIAL SESSION Thursday, February 23, 2006 11 :30 a.m. Conference Room B, City Hall 50 W. 13th Street, Dubuque, Iowa PRESENT: Chairperson David Stuart; Commission Members Chris Olson, Mike Coty, Jim Gibbs, Chris Wand and Mary Loney-Bichell (teleconference); Staff Members Laura Carstens and David Johnson. Commission Member John Whalen ABSENT: AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. CALL TO ORDER: The meeting was called to order by Chairperson Stuart at 11 :30 a.m. DESIGN REVIEW: Application of David Harris, Housing and Community Development Department for a Certificate of Appropriateness to replace aluminum framing and windows, and to replace metal panels with stucco or siding for property located at 1111 Bluff Street and located in the Jackson Park Historic Preservation District. David Harris, City of Dubuque Housing and Community Development Director; Matt Lundh, Architect; and Sister Carol Karwoski, shelter director were present to represent Opening Doors. Matt Lundh explained they were before the Historic Preservation Commission to present options and gain feedback on proposed improvements to the building at 1111 Bluff Street. Chairperson Stuart stated the building is of recent architecture. He explained the structure has lost most of its historical features. Chairperson Stuart stated any improvements should be sensitive to the historical character of the rest of the neighborhood. David Harris stated the long term goals for the building are to add a pitched roof and a vestibule; however, Opening Doors does not have a budget to do this at this time. He added a roof and vestibule would enhance the building's appearance as well as the neighborhood. He explained Opening Doors is seeking recommendations for improvements to elements of the exterior fac;;ade, specifically windows and siding. He stated they would like to improve the appearance of the building as well as the functionality and efficiency of the windows. David Harris added they would like to limit the inward visibility of the windows. The Historic Preservation Commission discussed utilizing double-hung windows or casement windows on the building. They discussed the preferred number, location, scale and effects of the window options. The Commission also discussed siding, door and miscellaneous fac;;ade options for the building. Minutes - Historic Preservation Commission February 23, 2006 Page 2 Chairperson Stuart stated because of the nature of the building there a number of appropriate options. The Commission felt wood or cemplank siding was most appropriate and sensitive to neighborhood properties. Commissioners Wand, Bichell and Gibbs felt the larger or current size casement windows were most appropriate for the building provided it retains its flat roof. Chairperson Stuart felt smaller, double-hung windows would be more residential in appearance and appropriate to the neighborhood. Commissioner Coty suggested utilizing bay windows to lessen the institutional appearance of the building. Chairperson Stuart asked for the Staff Report. Staff Member Johnson stated the architectural survey for the property indicates the building's style as recent. He stated the property originally contained a single family residence constructed in 1877. A Baptist church followed on the site prior to the present building. Staff Member Johnson stated the improvements will require ADA compliance. He referred the applicant to New Construction - ADA Compliant Access and Facades-Windows and Transformations found in the Architectural Guidelines. Staff Member Johnson confirmed surveys of the property have not identified any historical significance to the structure. Motion by Stuart, seconded by Olson to recommend the following four options: 1. Drywall and insulate interior panels behind the two end panels of the existing three panel windows and replace the center panel with energy efficient glass which may be tinted. 2. Paired casements with wood or cemplank siding on all four sides. The color of the siding shall match or be similar to the color of the existing brick. The use of stucco, aluminum or vinyl siding shall be prohibited. 3. The entrance doors may have open pane glass with no side light. The entrance may have single or double doors which are trimmed to match the windows. 4. The emergency door may be hollow metal and it is recommended it be painted to match the building. Motion carried by the following vote: Aye - Stuart, Olson, Wand, Bichell, Coty and Gibbs; Nay- None. ITEMS FROM COMMISSION: IHPA Annual Conference Commissioner Olson stated the Iowa Historical Preservation Alliance (IHPA) is looking for a location to have its annual conference near the end of August or beginning September. Commissioner Olson asked the other Commissioners whether they would like to partner with the Iowa Historic Preservation Alliance and help host the conference. Commissioner Olson questioned what the City can contribute to facilitate the conference. Commissioner Olson questioned whether Staff time can be dedicated towards developing and putting the conference on. Commissioner Wand requested more information be provided and specifically questioned the amount of money and Staff time expected. Staff Member Carstens suggested Commissioner Olson contact the Convention and Visitors Bureau. Staff Member Carstens stated the Convention Minutes - Historic Preservation Commission February 23, 2006 Page 3 and Visitors Bureau can contribute a substantial match by providing a mailer as well as help organize and coordinate the event. IHPA Awards Commissioner Olson stated the IHPA Awards are due March 15, 2006. She stated she had already prepared and submitted the nomination for the Housing Education and Rehabilitation Training (HEART) Project located at 2046 Washington. By consensus, the Commission nominated the Mandolin Inn and the Weber building for IHPA Award consideration.
