Professional Services Agreement for Bridge Construction Inspection
City Engineer Gus Psihoyos recommends City Council approval to hire IIW Engineers &
Surveyors, P.C. for an amount not to exceed $7,900 to provide bridge construction
engineering and inspection services for the Timber-Hyrst Estates - Creek Wood Drive
Bridge.

SUBJECT: Timber-Hyrst Estates - Creek Wood Drive Bridge
Professional Services Agreement for Bridge Construction Inspection
INTRODUCTION
The purpose of this memorandum is to request City Council consideration and
authorization to hire IIW Engineers & Surveyors, P.C. (IIW Engineers) to provide bridge
construction engineering and inspection services for the Timber-Hyrst Estates - Creek
Wood Drive Bridge.
BACKGROUND
The developer, NCR Development, LLC, is currently developing plans for Timber-Hyrst
Estates, a new 17-acre subdivision development (29 buildable and 4 non buildable lots)
located on the west end of Manson Road between two branches of the Catfish Creek.
NCR Development, LLC will provide access to the subdivision from Manson Road by
constructing a new roadway (Creek Wood Drive) as well as a 156-foot bridge crossing
over Catfish Creek.
NCR Development, LLC has been retained by IIW Engineers to design the new
subdivision development and the associated bridge crossing, mass grading, utility and
roadway improvements.
The proposed Creek Wood Drive and bridge improvements required the review and
approval of the City, the Corps of Engineers (Corps), and the Iowa Department of Natural
Resources (DNR) due the construction and crossing of the Catfish Creek flood plain.
NCR Development, LLC has hired Taylor Construction of New Vienna, Iowa to construct
the Creek Wood Drive Bridge.
DISCUSSION
On future dedicated city subdivision developments where the infrastructure
improvements (streets, sanitary sewers, watermain, storm sewers, lighting) will become
public property upon acceptance of the project, it is the policy that City Engineering staff
would provide construction inspection services on new subdivision improvements.
Due to the anticipated work level for City Engineering staff during the upcoming
construction season; the complexity of a bridge construction project; the level of
experience and the aggressive timetable required to provide bridge construction
inspection for development of the Timber-Hyrst Estates, City Engineering is requesting to
hire a consultant to assist with the construction engineering and inspection services for
the bridge.
RECOMMENDATION
Since IIW Engineers are the design engineers for the Creek Wood Drive Bridge, City
Engineering is recommending that IIW Engineers be retained to complete the
construction engineering and inspection services for the bridge project. Based on the
anticipated scope of work, IIW Engineers submitted a proposal in the amount of $7,900
(not to exceed) for these services. City Engineering staff feels that this fee is reasonable
and acceptable.
BUDGET IMPACT
The developer, NCR Development, LLC, will be providing the City with a Development
Fee in the amount of 3% of the total proposed development cost. This fee is used to pay
for City administrative and related subdivision inspection costs. The cost to provide all
bridge construction engineering and inspection services will be reimbursed from the
associated fee.
ACTION TO BE TAKEN
I respectfully request that the City Council consider the above recommendation, approve
the hiring of IIW Engineers & Surveyors, P.C., and authorize the City Manager to execute
the a Professional Services Agreement to provide Bridge Construction Engineering and
Inspection for the Timber-Hyrst Estates - Creek Wood Drive Bridge.
