RE: 2006 Comprehensive Plan Update -- Revised Schedule and Request for Direction
on Communication with Other Governmental Agencies
Dear Mayor and City Council Members:
The Long Range Planning Advisory Commission has the responsibility to provide a
leadership role in the planning, coordinating and sponsoring of a periodic community
planning process, and to coordinate and supervise the preparation and maintenance of the
Comprehensive Plan.
The Commission has initiated the 2006 update of the Dubuque Comprehensive Plan. The
update has begun with the draft Future Land Use Map. A display of the map was set up at
the Public Library for the month of February, a public input meeting was held on February
15, an Open House was held on March 15, and a public hearing was held on March 15.
The Commission has discussed the lack of dialogue and input from members of the public
regarding the draft Future Land Use Map to date, and ways to open dialogue and increase
participation from members of the community. The Commission felt they should make the
Future Land Use Map available at the April 19, 2006 open house for review of the
Dubuque Comprehensive Plan's goals and objectives. The Commission felt it was
appropriate to have an additional public hearing on the proposed Future Land Use Map at
the January 17, 2007 open house and public hearing for the Comprehensive Plan's
revised goals and objectives. Enclosed is a revised schedule for the 2006 Comprehensive
Plan Update that includes these additional input opportunities.
The Commission also felt they should extend notification of meetings to the Westside
Business & Professional Association, Boards of the Chamber of Commerce, Greater
Dubuque Development Corporation, Dubuque Initiatives, Envision 2010, Dubuque Main
Street Ltd., Dubuque Area Board of Realtors, and the neighborhood associations.
The Commission also felt they should extend an invitation to these groups for Planning
Services staff make a presentation and take comments on the draft Future Land Use Map.
The Commission welcomes suggestions from City Council on additional groups to contact.

At the March 15, 2006 public hearing on the Future Land Use Map, representatives from
the Cities of Asbury and Peosta were present. There were questions as to how the City of
Dubuque would communicate with other cities during the update of the Dubuque
Comprehensive Plan. This communication can be notification of Commission meetings and
public hearings, receipt and filing of comments and plans, or additional outreach efforts as
directed by the City Council.
The Commission respectfully requests direction from the City Council regarding how the
Council would like the Commission to handle communication with other governmental
agencies, such as Dubuque County, other cities in Dubuque County, and the Dubuque
Community School Board, during the update of the Comprehensive Plan.
