Experience/Education:
With a Masters in Communication and a B.A. with double majors in Public Relations and Writing, the arts peppered my
academic pursuits and continue to season my career choices and hobbies.
.Being lucky enough to grow up in a culturally nurturing environment, exposure to the arts was prenatal; I come from a
long line of accomplished musicians and artists. Having appeared on stage in well over 50 theatrical productions, I fell
in love with the spotlight at age seven. An adept vocalist, I played piano, saxophone, and violin in grade school, and
continued with strings-adding cello to the mix - in high school. In college I joyously labored over four years of voice
lessons, concert choir, and art classes. I still paint with several exhibited and purchased works to my credit. After graduat-
ing from college, I found the world of advertising where the written word exists in harmony with its artistic presentation.
As a graphic designer known for bold color choices and creative uses of typography, I am in continual demand to jury
graphic arts competitions. My own work has garnered numerous awards for both copy and design. In addition to owning
and running big fish creative since 2002, I currently teach composition as an adjunct through NICC and doubled my career
responsibilities as a full-time graphics arts Instructor at the University of Dubuque (2002-2003).
ContributionsIReason for Applying:
Of the stated areas for which the City of Dubuque is looking for arts experience/knowledge as outlined in Section 8-18 b
of the Arts and Cultural Ordinance, I luckily possess exposure to each of these areas (music, dance, literature, visual arts,
theater, folk arts, media arts, design, and arts education) with vast participation and expertise in most. I view the arts as
a reflection of our community. The Dubuque area possesses an incredible amount of talent. It is my hope that this com-
mission serves as an interactive gateway to bring the arts to people of all ages by promoting our local offerings first and
rounding out the community's overall arts exposure with national and international artists second.
In short, I want to give back to the community that helped foster my own talents and passions.

ContributionslReason for Applying:
I have been involved in the arts since grade school. Music and the theater have
been a huge part of my life. In addition to the areas mentioned above, I have numerous
friends and acquaintances in many other areas ofthe arts, including visual, folk arts,
dance and literature. I see Dubuque as a very vibrant and burgeoning arts community. I
want to help foster the continued growth in all of the areas of the arts.
One reason that I would like to be on this commission is because there does not
appear to be a concerted effort to avoid conflicts and overlaps in the scheduling of events.
Often there are several competing events on the same weekend, which reduces patronage
at all venues, and forces arts patrons to make choices as to which event(s) to skip. As a
commissioner, I would hope to encourage cooperation among the arts providers to avoid
conflicts in the scheduling of events. Hopefully that would help existing arts concerns to
continue to thrive, and encourage participation from new artists.

different theater aspects in the Dubuque community, from the one act plays competition to being a

endeavors, as well as Hispanic and Afro-American and other
cultural groups,
I am very sensitive and have worked with the Indian
residents to help introduce their culture to the community
through food and entertainment.
The arts and culture are part and parcel of who I am. It
remains the most important part of my life aside from my
family and friends.
I would be an excellent member of this commission, I am a

I have been involved in Dubuque arts community since I was an undergraduate at Clarke in the late
1970s. My first job after graduation was as Director of the Old Jail Gallery. My education includes a
SA in art and art history from Clarke, a MA in art history from the University of Illinois and a MFA in
studio art from the University of Wisconsin-Madison. I have been teaching at Clarke for 20 years and
now chair the art department. My own artwork has been exhibited throughout the United States. I bring
the unique experience of having broad art historical and contemporary art knowledge as well as
. working as an active studio artist. I maintain a studio in downtown Dubuque.

I am interesting in raising public awareness and appreciation of the arts in Dubuque. Dubuque has
made significant progress in this area but there is much work to do. We need to seek ways to make
Dubuque's cultural organizations financially stable. I have successfully written grants from the Iowa Arts
Council and have many professional contacts at museums and galleries across the Midwest. I know
how professional arts organizations work.

AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES BY ADOPTING A
NEW CHAPTER 8 ARTS AND CULTURAL AFFAIRS ESTABLISHING THE ARTS
AND CULTURAL AFFAIRS ADVISORY COMMISSION
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCil OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The City of Dubuque Code of Ordinances is hereby amended by
adopting the following new chapter:

Arts And Cultural Affairs
Article I
General
Sec. 8-1 - 8-10. (Reserved)
Article II
Arts and Cultural Affairs Advisory Commission
Sec. 8-11. Created:
There is hereby created the Arts and Cultural Affairs Advisory
Commission to have such powers and responsibilities as
hereinafter provided.
Sec. 8-12. Mission:
The mission of the Commission is to build the community of
Dubuque through arts and cultural programs by developing
visibility, funding, audiences, information and partnerships.
Sec. 8-13. Goals:
The goals of the Commission shall be as follows:
(1) To promote, educate and create awareness for arts
and cultural activities in the Dubuque Community;
(2) To develop and increase the market for arts and
cultural activities in the Dubuque Community;
(3) To facilitate and convene partnerships for arts and
cultural activities in the Dubuque Community; and
(4) To develop funding options and allocate budgeted
funding for arts and cultural activities in the
Dubuque Community.
Sec. 8-14. Purpose:
The purpose of the Arts and Cultural Affairs Advisory
Commission shall be to plan, promote and encourage
programs to further public awareness of, accessibility to,
participation in and support for the artistic and cultural
development of the city and to make recommendations to the
City Council regarding the establishment of arts and cultural
policies and programs, the expenditure of budgeted City funds
on arts and cultural activities and the implementation of
programs for arts and culture.
Sec. 8-15. Powers:
The Commission shall have the following powers:
(1) To act in an advisory capacity to the City Council in
all matters pertaining to the arts and cultural
environment of the City;
(2) To hold regular public meetings and maintain a
written record of its proceedings;
(3) To make recommendations to the City Council on
the allocation of budgeted city funding for arts
programs and services;
(4) To recommend to the City Council applications and
solicitations for grant, gifts and donations from
individuals, groups, organizations and agencies,
both private and public, for any purpose consistent
with the purposes of the Commission;
(5) To make recommendations to the City Council
regarding city sponsorship of public programs to
further the development of public awareness of and
accessibility to arts and culture programs and
activities;
(6) At the request of the City Council, to work with area
organizations on broad community issues in which a
cultural perspective is relevant and desirable; and
(7) To engage in comprehensive planning for the
cultural development of the City.
Sec. 8-16. Cooperation With Other Agencies:
The Commission shall cooperate with the Dubuque Cultural
Alliance and other groups interested in the promotion and
implementation of arts and cultural activities which are in the
best interest of the city.
Sec. 8-17. Solicitation And Acceptance Of Donations:
The Commission may solicit and otherwise accept donations
and gifts of money, personal and real property and personal
services on behalf of the city. All such donations and gifts
received shall become the property of the city for the general
use of support of arts and cultural programs of the city as
determined by the City Council unless such items have been
designated by the donor for specific purposes.
Sec. 8-18. Membership, Appointment:
(a) The Commission shall comprise seven (7)
members. The initial term of four of the members shall be for
three years and the initial term of three of the members shall
be two years. Thereafter, all terms shall be three (3) years. The
expiration date for all terms of office shall be June 30 of the
appropriate year.
(b) Four members of the Commission shall have
significant knowledge and demonstrated interest in one or
more areas of the arts including music, dance, literature,
visual arts, theater, folk arts, media arts, design, arts
education or be a member of the Dubuque Cultural Alliance.
Two members shall be from the business and professional
community, one of who lives or works in the Cultural and
Entertainment district. One member shall be at-large who
lives or works outside the Cultural and Entertainment district.
(c) Vacancies caused by death, resignation or
otherwise shall be promptly filled by the City Council for the
unexpired term of office.
Sec. 8-19. Attendance:
(a) Members of the Commission shall attend at least
two-thirds (2/3) of all regularly scheduled and held meetings
within any consecutive twelve (12) month period. If any
member fails to attend such prescribed number of meetings, it
shall be grounds for the Commission to recommend to the City
Council that the position be declared vacant and a
replacement appointed.
(b) The attendance of all Commission members shall
be entered upon the minutes of all meetings by the secretary.
Sec. 8-20. Compensation:
Members of the Commission shall serve without
compensation except for reimbursement of necessary
expenses.
Sec. 8-21. Organization:
At the initial meeting of the Commission and at the first
meeting in July of each year, the Commission shall elect a
chairperson, a vice-chairperson and a secretary to serve one-
year terms of office. All officers shall be eligible to serve
successive terms of office.
Sec. 8-22. Meetings:
(a) The Commission shall hold a minimum of six
meetings a year. Meeting shall be held on the fourth Tuesday
of each month at 4:30 p.m.
(b) Special meetings may be called by the
chairperson or at the written request of three (3) members.
(c) All meetings shall be called and held in
conformance with the Iowa Open Meetings Law.
(d) A copy of the minutes of all regular and special
meetings of the Commission shall be filed with the City
Council within ten (10) working days after each such meeting.
(e) Four (4) members of the Commission shall
constitute a quorum for the transaction of business. The
affirmative vote of at least four (4) members shall be necessary
for the adoption of any resolution. .
Sec. 8-23. Rules And Regulations:
The Commission shall adopt such rules and regulations to
govern its internal organization and procedure as it may deem
necessary and which are not in conflict with this Chapter or
this Code of Ordinances. Copies of such rules and regulations
upon their adoption shall immediately be provided to the City
Council.
Sec. 8-24. Administrative And Other City Policies:
All administrative, personnel, accounting, budgetary and
procurement policies of the city shall govern the Commission
in all of its operations.

414.9 Rules - meetings - general proce.

The board shall adopt rules in accordance with
the provisions of any ordinance adopted pursuant
to this chapter. Meetings of the board shall be held
at the call of the chairperson and at such other
times as the board may determine. Such chairper-
son. or in the chairperson's absence, the acting
chairperson, may administer oaths and compel the
attendance of witnesses. All meetings of the board
shall be open to the public. The board shall keep
minutes of its proceedings, showing the vote of
each member upon each question, or if absent or
failing to vote, indicating such fact, and shall keep
records of its examinations and other official ac-
tions, all of which shall be immediately filed in the
office of the board and shall be a public record.

414.10 Appeala.
Appeals to the board of adjustment may be taken
by any person aggrieved or by any officer, depart-
ment, board, or bureau of the municipality affected
by any decision of the administrative officer. Such
appeal shalJ be taken within a reasonable time as
provided by the rules of the board by filing with the
officer from whom the appeal is taken and with the
board of adjustment a notice of appeal specifying
the grounds thereof. The officer from whom the ap-
peal is taken shall forthwith transmit to the board
all the papers constituting the record upon which
the action appealed from was taken.

414.11 Effect of appeal.
An appeal stays all proceedings in furtherance of
the action appealed from, unless the officer from
whom the appeal is taken certifies to the board of
acljustment after the notice of appeal shall have
been filed with the officer that by reason of facts
stated in the certificate a stay would in the officer's
opinion cause imminent peril to life or property. In
such case proceedings shall not be stayed other-
wise than by a restraining order which may be

granted by the board of adjustment or by a court
of record on application on notice to the officer from
whom the appeal is taken and on due cause shown.

414.12 Powers.
The board of adjustment shall have the following
powers:
1. To hear and decide appeals where it is al-
leged there is error in any order, requirement, deci-
sion, or determination made by an administrative
official in the enforcement of this chapter or of any
ordinance adopted pursuant thereto.
2. To hear and decide special exceptions to the
terms of the ordinance upon which such board is
required to pass under such ordinance.
3. To authorize upon appeal in specific cases
such variance from the terms of the ordinance as
will not be contrary to the public interest, where
owing to special conditions a literal enforcement of
the provisions of the ordinance will result in unnec-
essary hardship, and so that the spirit of the ordi-
nance shall be observed and substantial justice
done.

414.13 Decision on appeal.
In exercising the above.mentioned powers such
board may, in conformity with the provisions of
this chapter, reverse or affirm, wholly or partly, or
may modify the order, requirement, decision, or de-
termination appealed from and may make such
order requirement, decision, or determination as
ought to be made, and to that end shall have all the
powers of the officer from whom the appeal is
taken. .

414.14 Vote required.
The concurring vote of three members of the
board in the case of a five-member board, and four
members in the case of a seven.member board,
shall be necessary to reverse any order, require-
ment, decision, or determination of any such ad-
ministrative official, or to decide in favor of the ap-
plicant on any matter upon which it is required to
pass under any such ordinance or to effect any
variation in such ordinance.

414.15 Petition for certiorari.
Any person or persons, jointly or severally, ag.
grieved by any decision of the board of adjustment
under the provisions of this chapter, or any taxpay-
er, or any officer, department, board, or bureau of
the municipality, may present to a court of record
a petition, duly verified, setting forth that such de-

The council of the city shall pro\;de for the man-
ner in which the regulations and restrictions and the
boundaries of the distric:s shall be determined. es-
tablished. and enforced. and from time to titoe
amended. supplemented. or changed. Howe....er, the
regulation, restriction, or boundary shall not become
effective until after a public hearing at which parties
in interest and citizens shall have an opportunity to
be heard. The notice of the time and place of the
hearing shall be published as provided in section
362.3. except that at least seven days notice must be
given and in no case shall the public hearing be held
earlier than the next regularly scheduled city council
meeting following the published notice.

414.5 Changes - protest.
The regulations. restrictions. and boundaries may,
from time to time, be amended, supplemented,
changed, modified, or repealed. Notwithstanding
section 414.2, as a pan of an ordinance changing
land from one zoning district to another zoning dis.
trict or an ordinance approving a site development
plan, a council may impose conditions on a property
owner which are in addition to existing regulations
if the additional conditions have been agreed to in
writing by the property owner before the public hear-
ing required under this section or any adjournment
of the hearing. The conditions must be reasonable
and imposed to satisfy public needs which are direct-
ly caused by the requested change. In case, however,
of a written protest against a change or repeal which
is filed with the city clerk and signed by the owners
of twenty percent or more of the area of the lots in-
cluded in th!e proposed change or repeal. or hy the
owners of twenty percent or more of the property
which is located 'Nithin two hundred feet of the exte-
rior boundaries of the property for which the change
or repeal is proposed, the change or repeal shall not
become effective except by the favorable vote of at
least three-fourths of all the members of the council.
The protest, if filed, must be filed before or at the
public hearing. The pro....isions of section 414.4 rela-
tive to public hearings and official notice apply
equally to all changes or amendments.

414.6 Zoning commission.
In order to avail itself of the powers conferred by
this chapter. the council shall appoint a commission,
to be known as the zoning commission, to recom-
mend the boundaries of the various original districts,
and appropriate regulations and restrictions to be
enforced therein. \\inere a city plw commission al-
ready exists, it may be appointed as the zoning com-

mission. Such commission shall, with due diligence,
prepare a preliminary repon and hold public hear-
ings thereon before submitting its final report; and
such council shall not hold its public hearings or take
action until it has received the final report of such
commission. After the adoption of such regulations.
restrictions. and boundaries of districts, the zoning
commission may, from time to time, recommend to
the council amendments, supplements, changes, or
modifications.

said board of adjustment direct to modify regula-
tions and restrictions as applied to such property

The council may provide for its review of vari-
ances granted by the board of adjustment before
their effective date. The council may remand a deci-
sion to grant a variance to the board of adjustment
for further study. The effective date of the variance
is delayed for thirty days from the date of the re-
mand.

The boaroof adjustment shall consist of five or
seven members as determined by the council. Mem-
bers of a five-member board shall be appointed for
a term of five years, excepting that when the board
shall first be created one member shall be appointed
for a term of five years, one {or a term of four years,
one for a term of three years, one for a term of two
years, and one for a term of one year. Members of a
seven.member board shall be appointed for a term
of five years, except when the hoard shall first he cre-
ated two members shall be appointed for a term of
five years, two members for a term of four years, one
for a term of three years, one for a term of two years,
and one for a one.year term. A tive.member board
shall not carry out its business without having three
members present and a seven.member board shall
not carry aut its business without having four mem-
bers present. A majority of the members of the board
of adjustment shall be persons representing the pub-
lic at large and shall not be involved in the business
