SUBJECT: Floodwall Pumping Station Improvement Projects
On February 20, 2006, the City Council authorized initiation of a combined bidding
process for five inter-related floodwall pumping facility improvement projects. Four bid
proposals were received and opened on March 15th and all were considerably higher
than the total funds allocated for the construction phase of these projects, with the
lowest bid being 40% higher than the $440,430 construction budget.
Public Works Director Don Vogt recommends that the City Council reject all bid
proposals so that staff can review the projects with our engineer and bring a new
request for proposals back to the City Council at a future date.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purposes of this memorandum are to provide information and recommend a course
of action regarding the bid proposals recently received and opened for the Floodwall
Pumping Station Improvement Projects.
BACKGROUND
On February 20th, the City Council authorized initiation of a combined bidding process
for five inter-related floodwall pumping facility improvement projects. These projects are
intended to improve the Hawthorne, Bee Branch, and Maus Lake floodwall pumping
stations. The City Council also set a public hearing for the combined projects for April
3rd.
DISCUSSION
Four bid proposals were received and opened on March 15th. All were considerably
higher than the total funds allocated for the construction phase of these projects. In
fact, the lowest bid was 40% higher than the $440,430 construction budget.
Due to the substantial difference between the combined projects' budget appropriation
and the bid proposals, I recommend that all bid proposals be rejected. It is my intent to
rethink the projects with our engineer and bring a new request for proposals back to you
and the City Council at a future date.
ACTION STEP
The City Council is requested to reject all bid proposals for the Floodwall Pumping
Station Improvement Projects at the April 3rd public hearing through the adoption of the
attached resolution.

RESOLUTION NO. 128-06
REJECTING ALL BIDS RECEIVED FOR THE HAWTHORNE STREET
GENERATOR PROJECT, MAUS LAKE GENERATOR PROJECT, AND BEE
BRANCH PUMPING STATION IMPROVEMENT PROJECTS
Whereas, sealed bid proposals have been submitted by contractors for the
Hawthorne Street Generator Project, Maus Lake Generator Project, and Bee Branch
Pumping Station Improvement Projects (the Project) pursuant to Resolution No. 53-06
and notice to bidders published in a newspaper published in the City of Dubuque, Iowa
on the 24th day of February, 2006.
Whereas, said sealed proposals were opened and read on the 15th day of March,
2006; and
Whereas, the City Council has deemed it advisable to reject all bids and to re-bid
the Project at a later date.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That. the bids for the above Project be rejected and the City
Manager is authorized and instructed to return the bid deposits of all the bidders.
Section 2. That the City Clerk is hereby directed to re-advertise for bids for the
Project at a later date.

SUBJECT: Floodwall Pumping Station Improvement Projects.
INTRODUCTION
The attached resolutions authorize the public bidding procedure for five
interrelated f100dwall pumping improvement projects.
BACKGROUND
In the fiscal year 2005 and 2006 Capital Improvement Project budgets, funds
were appropriated for projects to improve the Hawthorne Street, Bee Branch and
Maus Lake floodwall pumping facilities.
DISCUSSION
On March 7, 2005, the City Council approved hiring the firm of IIW Engineering &
Surveyors, P.C. to provide architectural and engineering services for the noted
projects. Listed below are descriptions of the projects:
Hawthorne Street Generator Project - This project provides for the installation of
a diesel-fueled, auxiliary power generator, transfer switch, generator enclosure
and associated conduit and wire. The generator will provide power to run the
f100dwall pumps during power outages.
Maus Lake Generator Project - This project provides for the installation of a
diesel-fueled, auxiliary power generator, transfer switch, generator enclosure and
associated conduit and wire. The generator will provide power to run the -
floodwall pumps during power outages.
Bee Branch Floodwall Pumping Station Improvement Projects - The first project
includes the design and installation of a sidewalk along Kerper Boulevard from
the pumping station parking lot to the river-access steps located north of the
pumping facility. This sidewalk was mandated by our insurer. The second project
includes the design and installation of a diesel-fueled, auxiliary power generator,
transfer switch, generator enclosure and associated conduit and wire. The
generator will provide power to run the f100dwall pumps during power outages.
The third project is the replacement and relocation of the control panel for the
station's 150 horsepower floodwall pump, from its current location outside the
building to a new location in the control building.
The schedule for the projects is proposed as follows:

BUDGET IMPACT
The cost estimates for the projects are as follows:
Construction Contract $ 440,430
Contingency $ 48,936
Engineering $ 66,400
TOTAL $ 555,766
This project will be funded with monies ($555,766) budgeted specifically for it in
our department's FY 2005 and 2006 Capital Improvement Projects budgets.
ACTION
The City Council is requested to establish the date for the public hearing and
authorize the City Clerk to advertise the request for proposals through the
adoption of the attached resolutions.

PRELIMINARY APPROVAL OF PLANS AND SPECIFICATIONS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the proposed plans, specifications, form of contract and estimated
cost for the Hawthorne Street Generator Project, Maus Lake Generator Project,
and the Bee Branch Floodwall Pumping Station Improvement Projects in the
estimated amount of $489,366.00, are hereby approved and ordered filed in the
office of the City Clerk for public inspection.

That the Hawthorne Street Generator Project, Maus Lake Generator
Project and the Bee Branch Pumping Station Improvement Projects are hereby
ordered to be advertised for bids for construction.
BE IT FURTHER RESOLVED, that the amount of the security to
accompany each bid shall be in an amount which shall conform to the provisions
of the notice to bidders hereby approved as a part of the plans and
specifications heretofore adopted.
That the City Clerk is hereby directed to advertise for bids for the
construction of the improvements herein provided, to be published in a
newspaper having general circulation in the city of Dubuque, Iowa, which notice
shall not be less than four days nor more than twenty days prior to the receipt of
said bids at 2:00 p.m. on the 15th day of March, 2006. Bids shall be opened and
read by the City Clerk at said time and will be submitted to the Council for final
action at 6:30 p.m. on the 3'd day of April, 2006.

Notice of public hearing on proposed plans and specifications, proposed
form of contract and estimate of cost for the Hawthorne Street Generator Project,
Maus Lake Generator Project, and Bee Branch Floodwall Pumping Station
Improvement Projects.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimate of cost for the Hawthorne Street Generator Project, Maus Lake
Generator Project and Bee Branch Floodwall Pumping Station Projects, in
accordance with the provisions of Chapter 384, City Code of Iowa, at 6:30 p.m.
on the 3rd day of April 2006 in the Public Library Auditorium in Dubuque, Iowa.
Said proposed plans, specifications, form of contract and estimate of cost are
now on file in the office of the City Clerk. At said hearing any interested person
may appear and file objections thereto or to the cost of the improvements.

Branch Pumping Station Improvement Projects.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That on the 3rt! of April, 2006, a public hearing will be held at 6:30 p.m. in
the Public Library Auditorium at which time interested persons may appear and
be heard for or against the proposed plans and specifications, form of contract
and cost of said improvement, and the City Clerk be and is hereby directed to
cause a notice of time and place of such hearing to be published in a newspaper
having general circulation in the city of Dubuque, Iowa, which notice shall be not
less than four days nor more than twenty days prior to the day fixed for its
consideration. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, contract, or estimated cost of
the improvement.
