January 9, 2013
The Dubuque City Conference Board met in the Dubuque Board of Supervisors
Chambers, 4th floor, Dubuque County Courthouse, 720 Central Avenue, Dubuque, Iowa.
The meeting was called to order at 4:00 p.m. by Mayor Pro Tem Kevin Lynch. The
purpose of the meeting is to appoint a negotiator to represent the City Conference Board
in negotiations with the Teamsters union representing four office employees.
Mr. Lynch stated the City Conference Board was meeting to replace John Ganshirt who
had recently passed away. John was a long -time negotiator for the City Conference Board
and he will be sadly missed. His actions were appreciated by this Conference Board.
Roll call was taken. Those present were:

Also present was Richard Engelken, Dubuque City Assessor.
The first order of business is appointing a negotiator for the contract talks to represent the
Conference Board. After discussion regarding issues surrounding an appointment
Mr. Jones moved to appoint Mary Ann Specht to a one -year appointment to fill the
immediate need for a negotiator. Ms. Connors second the motion. All members voted
"Aye".
Under old business two issues were discussed. There will be a need to fill a Board of
Review position this year and the first budget meeting of the City Assessor's Office will
be held on February 11, 2013 at 3:00 p.m. The date and time will be verified before it is
final.
As there was no further business, Mr. Jones made a motion to adjourn the meeting. Mr.
Klein second the motion. All members voted "Aye ". Motion carried.
Meeting adjourned at 4:25 p.m.
