SUBJECT: Amendment to the Collective Bargaining Agreement between the City of
Dubuque and Teamsters Local No. 120 (Bus Operators)
DATE: February 11, 2013
Personnel Manager Randy Peck recommends City Council approval of an amendment
to the Collective Bargaining Agreement with Teamsters Local No. 120 (Bus Operators)
to track the hours of work for part -time Bus Operators based on a calendar year instead
of the current tracking method based on fiscal year. This makes the tracking of hours
more consistent with a new tracking requirement in the Federal Affordable Care Act.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Dubuque and Teamsters Local No. 120 (Bus Operators)
DATE: February 8, 2013
The current Collective Bargaining Agreement tracks the hours of work for Part-time Bus
Operators based on a fiscal year. With the implementation of the Affordable Care Act,
we would like to amend the agreement to track the hours of work for Part-time Bus
Operators based on a calendar year. If approved, the Amendment would go into effect
on January 1, 2013. The requested action is for the City Council to approve a motion
authorizing you to sign the Amendment.

AMENDMENT
TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE
TEAMSTERS LOCAL UNION NO. 120 (BUS OPERATORS)
AND
THE CITY OF DUBUQUE, IOWA
The first sentence of paragraph two of Article XXV, Part Time Employees, is deleted
and replaced with the following language:
Effective January 1, 2013, part time employees shall mean an employee assigned to a
work schedule throughout the calendar year that normally consists of thirty -three (33)
hours per week or Tess on the average (1,716 hours annually).
