The Section 402 State and Community Highway Safety Grant is a three -year grant through the Iowa Governor's Traffic Safety Bureau, beginning October 1, 2013 and ending September 30, 2016. This grant provides 100% funding for the first two years, with shared funding for the third year. In the third year 75% of the funding comes from the Governor's Traffic Safety Bureau and 25% is the City's responsibility. The grant provides funding for overtime for traffic safety projects including dispatcher overtime; traffic safety training and related travel expenses; promotional and training materials including "Fatal Vision" alcohol simulation goggles; alcohol breath testing devices; and safety equipment to give to the public including bicycle helmets, child safety seats and child booster seats. The grant amount is $37,603.80 for the first year, and provides 100% funding for both overtime and equipment. The second and third years of the grant fund overtime only, and are in the amounts of $26,803.80 each year. In the third year of the grant the department's 25% match would be $6,700, which would be funded through already budgeted funds. Dalsing, Chief of Police DATE: February 12, 2013 SUBJECT: Iowa Governor's Traffic Safety Bureau Grant Dubuque had All-America City ' 11' 2007 INTRODUCTION The purpose of this memo is to seek approval for a three -year traffic safety grant funded by the Iowa Governor's Traffic Safety Bureau. BACKGROUND The Section 402 State and Community Highway Safety Grant ( "402 Grant') is a three -year grant through the Iowa Governor's Traffic Safety Bureau, beginning October 1, 2013 and ending September 30, 2016. The grant replaces a current three -year 402 Grant which is set to expire on September 30, 2013. As with past 402 Grants, the new grant provides 100% funding for the first two years, with shared funding for the third year. In this third year 75% of the funding comes from the Governor's Traffic Safety Bureau and 25% is the City's responsibility. The grant provides funding for overtime for traffic safety projects including dispatcher overtime; traffic safety training and related travel expenses; promotional and training materials including "Fatal Vision" alcohol simulation goggles; alcohol breath testing devices; and safety equipment to give to the public including bicycle helmets, child safety seats and child booster seats. DISCUSSION The Iowa Governor's Traffic Safety Bureau is the state agency chosen to administer federally funded 402 Grant highway safety funding. The 402 Grant highway safety funds are federal highway funds designated to help communities initiate comprehensive programming to address ongoing traffic safety and services concerns. Those concerns include traffic issues related to alcohol, occupant protection, police traffic services, speed, emergency medical services, traffic records, roadway safety, motorcycles and pedestrian/bicycle safety. The availability of this traffic safety grant enables the police department to maintain its proactive approach regarding various traffic safety initiatives. If approved, the grant provides overtime funds for special enforcement efforts related to speed, stop sign violations, occupant protection, alcohol and other safety concerns. Additionally the grants allow for the purchase of traffic safety educational and promotional materials including "Fatal Vision" alcohol simulation goggles, infant and child safety seats, bicycle helmets, and preliminary breath testing devices. The grant amount is $37,603.80 for the first year and provides 100 %funding for both overtime and equipment. The second and third years of the grant fund overtime only, and are in the amounts of $26,803.80 each year. In the third year of the grant the department's 25% match would be $6700, which would be funded through already budgeted funds. The due date for the grant is February 28, 2013. RECOMMENDATION Through the use of these grant opportunities, the Iowa Governor's Traffic Safety Bureau provides funding for the police department to strengthen its traffic safety efforts by supplying overtime costs, equipment, and supplies for an effective traffic safety program. I would recommend City Council consideration and approval of the 402 traffic services grant. (1) Property records must be maintained that include a description of the property, a serial number or other ID number, the source of property, who holds title, the acquisition date, and the cost, percentage of Federal participation in the cost, the location, use and condition of the property and any ultimate disposition data including date of disposal and sale price of property. Equipment must be tagged with a GTSB - provided tag and made available for a periodic GTSB inspection. (2) A physical inventory of the property must be taken and the result reconciled with the property records at least once every two years. (3) A control system must be developed to ensure adequate safeguards to prevent loss, damage, or theft of the property. Any loss, damage or theft shall be investigated. (4) Adequate maintenance procedures must be developed to keep the property in good condition. (e) Disposition. GTSB Form 79 must be submitted when disposing funded items. Items of less than $5,000 may be retained, sold or otherwise disposed of with no further obligation but to provide the awarding agency the disposition date. Before disposing items of $5,000 or more, approval must be obtained. To continue monthly reports to monitor traffic accident rates and citations issued. 2. Continue reducing the total number of accidents. As seen below over the last several years (2008 — 2012) our traffic production has increased while our accident rate has decreased. To continue supporting bicycle saftey through programs that our Community Policing Division (Bike Cops) initiate and support. 4. Continue our support of our monthly Child Safety Seat Inspection Program with Anderson Weber Toyota. One weekend a month officers of the Dubuque Police Department and other Child Safety Seat Technicians install and if needed replace old or defective car seats for citizens. 5. Develop an OWI awarness program using Fatal Vision Goggles. Our hope is to be able to fill the requests that the department receives from citizens and groups to use these tools to show the impact of impaired and intoxicated driving within our community. 6. To continue focusing on traffic enforcement projects with GTSB funds especially on the weekends and in the evenings. The focus of these projects will be for officers to look for those drivers that are possibly driving while impaired or intoxicated. GTSB funds will also be used to impact traffic safety during several holidays including the Fourth of July, Labor Day, Thankgiving, Christmas, New Years, Memorial Day and at the beginning and end of each school year. We hope to use the GTSB overtime in the following way: 400hrs Overtime for Enforcement (Speed, Stop sign, Seat Belt, Alcohol Offesnses) 100hrs Overtime Hours for Lead Officers /Supervisors 40hrs Overtime for Selective saturation Patrols 40hrs Overtime to suppliment a dispatcher for selective traffic projects TOTAL Hours 580 Total Request $26,803.80 7. The PBT's are requested to upgrade a few that we have assigned to patrol and in need of replacement because of use and age.
