Sealed bids were received for the Asbury Tank Reconditioning Project. Water
Department Manager Bob Green recommends award of the contract to the low bidder,
Classic Protective Coatings, in the amount of $633,150.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend awarding Classic Protective Coatings
the construction contract for the Asbury Tank Reconditioning Project.
DISCUSSION
This project includes structural repairs, cleaning, sandblasting and painting of the interior
and exterior surfaces of the Asbury standpipe located at 3040 Asbury Road.
Two (2) contractors bid on the construction RFP for this project. The firms that submitted
proposals are as follows:

RECOMMENDATION
It is with the recommendation of MSA Professional Services and staff that I request to
award this project to the lowest qualified bidder, Classic Protective Coatings of
Menomonie, WI, in the amount of $633,150.00.
BUDGET IMPACT
The estimate of costs for the Asbury Tank Reconditioning Project is as follows:
Construction Cost $ 633,150.00
Contingencies $ 81,457.50
Engineering Design & Inspection Fees $ 54,620.00
Total Estimated Project Cost $ 769,227.50

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR ASBURY TANK
RECONDITIONING PROJECT
CIP 740 -2204
Whereas, sealed proposals have been submitted by contractors for the Asbury
Tank Reconditioning Project (the Project) pursuant to Resolution No. 40 -13 and Notice
to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 25th
day of January, 2013.
Whereas, said sealed proposals were opened and read on the 11th of February,
2013 and it has been determined that Classic Protective Coatings of Menomonie, WI
with a bid amount of $633,150.00, is the lowest responsive, responsible bidder for the
Project.
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into a Public Improvement Contract with Classic Protective Coatings
for said Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Classic
Protective Coatings of Menomonie, WI, and the City Manager is hereby directed to
execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
