BACKGROUND: When the ESAC was created the membership required a youth member, between the ages of 16 -20 years of age. Although the youth membership slot was filled for a number of years, the youth members typically did not stay apart of the Commission for more than a year and they often struggled with attendance and engagement. The ESAC has not had a full membership of seven since 2007, mainly due to the lack of a youth representative. Numerous efforts have been made through local high schools and colleges to recruit youth members, but applications have not been received in a number of years. DISCUSSION: The proposed Ordinance change broadens the youth representative category to include a larger age group, up to 30 years at the time of appointment, while at the same time maintaining a focus on a member who will inherit the environment. The youth membership concept was discussed at several ESAC meetings and at their February 5, 2013 meeting, the Commission voted to approve the attached Ordinance Modifications. RECOMMENDATION: I recommend approving the attached Ordinance change to the Environmental Stewardship Advisory Commission membership which would allow for a broader age range for the youth representative.
