Public Health Specialist Mary Rose Corrigan recommends City Council approval of an
ordinance change to the Environmental Stewardship Advisory Commission membership
which would allow the age of the youth member to be up to 30 years old at the time of
appointment, instead of the current requirement of being between 16 -20 years of age.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum submits a revision to the membership of the Environmental
Stewardship Advisory Commission (ESAC).
BACKGROUND:
When the ESAC was created the membership required a youth member, between the
ages of 16 -20 years of age. Although the youth membership slot was filled for a
number of years, the youth members typically did not stay apart of the Commission for
more than a year and they often struggled with attendance and engagement. The
ESAC has not had a full membership of seven since 2007, mainly due to the lack of a
youth representative. Numerous efforts have been made through local high schools
and colleges to recruit youth members, but applications have not been received in a
number of years.
DISCUSSION:
The proposed Ordinance change broadens the youth representative category to include
a larger age group, up to 30 years at the time of appointment, while at the same time
maintaining a focus on a member who will inherit the environment.
The youth membership concept was discussed at several ESAC meetings and at their
February 5, 2013 meeting, the Commission voted to approve the attached Ordinance
Modifications.
RECOMMENDATION:
I recommend approving the attached Ordinance change to the Environmental
Stewardship Advisory Commission membership which would allow for a broader age
range for the youth representative.
COUNCIL ACTION:
Adopt the attached Ordinance.

Section 1. Section 2 -6 -1 of the City of Dubuque Code of Ordinances is amended
to read as follows:
2 -6 -1: COMMISSION CREATED; COMPOSITION:
There is hereby created an environmental stewardship advisory commission, which
shall consist of seven (7) members, who shall all be residents of the city, and shall
include representation from diverse segments of the city's population. It is desirable to
select some members who may have helpful backgrounds with environmental /biological
science, healthcare, business /industry, and environmental /civic groups. In addition, the
council must make a good faith effort to recruit and appoint members who will inherit the
environment and are under the age of thirty (30) at the time of appointment.
Section 2. Section 2 -6 -3 of the City of Dubuque Code of Ordinances is amended
to read as follows:
2 -6 -3: TERM; FILLING OF VACANCIES; COMPENSATION:
A. Term: The term of office for a member of the commission shall be three (3) years
or until a successor is duly appointed.
Section 3. This Ordinance takes effect upon publication.
