2 25 13 Purchase of Services HandoutMasterpiece on the Mississippi December 13, 2012 The Honorable Mayor and City Council Members City of Dubuque City Hall — 50 W. 13th Street Dubuque IA 52001 Housing and Community Development 350 West 6th Street Suite 312 Dubuque Iowa 52001 (563) 589 -4212 office atauke @cityofdubuque.org RE: Revised FY14 Purchase of Services Grant Recommendations Dear Mayor and City Council Members: The City of Dubuque Community Development Advisory Commission has reviewed the Council's request to reconsider the funding recommendations for the Purchase of Services Grant (POSG) applications for the Fiscal Year 2014 budget. Discussion The Council reviewed the Commission's funding recommendations for the FY14 Purchase of Services Grants at your December 3rd meeting. At that time, the Council's heard concerns from Operation: New View regarding the process of funding their public agency through the POSG application process since they were established in 1974 to provide services to citizens of the City of Dubuque and Dubuque, Delaware and Jackson Counties through a 28E agreement: The Agreement forming Operation: New View created a public agency to undertake programs and activities which would improve economic and social conditions of low and moderate income citizens as a community action agency as defined by Iowa Code Chapter 28E. The agency has a governing board of twenty -seven members, three of which are members of, or appointed by the City Council. The original agreement was replaced in 1985 and does not require the City to fund Operation: New View; however, the Council has provided the Agency funding since 1987. The City defines purchase of service activities in the FY13 budget as "services that the City feels fit the goals and priorities of the City and are not required to be provided or would not be provided in the normal course of City business." Contracted services are defined as "services that the City would have within its organization regardless of who provides the service. Contracted services in many cases leverage other resources that would not normally be available to the City." Operation: New View was placed in the purchase of services category in the FY13 budget and therefore was required to apply for FY14 funding through the new Purchase of Services Grant (POSG) Application process. Recommendation The Commission voted to recommend that Operation: New View be removed from the Purchases of Services Grant funding process and be defined as a "contracted service" thereby applying for funding through the City's budget process. We also recommend that the funding previously applied to Operation: New View be awarded to the Riverview Center, "Dubuque Sexual Assault Therapist" application.
