2 25 13 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION Council met in special session at 6:30 p.m. on February 25, 2013 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discussing various Fiscal Year 2014 departmental budgets. FISCAL YEAR 2014 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2014 City departmental budgets were presented by staff from the following departments:  Purchase of Services: City Council discussion  Five Flags Civic Center: Marie Ware, Leisure Services Manager  Conference Center (Grand River Center): Marie Ware, Leisure Services Manager  Recreation Division (Americorps, Multicultural Family Center, Recreation): Marie Ware, Leisure Services Manager  Park Division: Marie Ware, Leisure Services Manager. Introduction of Steve Fehsal, Park Division Manager City Council had discussion with departments following each presentation. Following the Purchase of Services discussion for this line item, Council reached consensus on the Community Development Advisory Commission resubmitting their funding recommendations to stay within the City Manager’s budget recommendation. The City Council also reached consensus on having staff explore a partnership with the Dubuque Humane Society regarding a pet park at its future facility. Laura Bies, 17136 Cedar Ridge Road, and representing KIDS Group, thanked the City Council for its attention to the need for action sports and a skate park. Diann Guns, 1715 Diane Ct., and Board Chairperson for the Dubuque Human Society, thanks the City Council for its consideration of partnering with the DHS on a pet park. Park and Recreation Commissioner Paul Hoffmann expressed his concerns about funding reading programs for kids rather than more physically active recreation programs.
