Devel. 3 14 06 MINUTES OF COMMUNITY DEVELOPMENT ADVISORY COMMISSION MEETING DATE: TIME: PLACE: March 14,2006 6:30 p.m. Carnegie Stout Library 360 W 11th Street I Dubuque, Iowa 52001 Chairperson Giesen called the meeting to order at 6:30 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Jim Giesen Paula Maloy, SVM David Shaw Janice Craddieth Harry Neustadt David Oliver Thomas Wainwright Commissioners Absent: Mike Gukeisen Staff Present: David Harris Aggie Tauke Jerelyn O'Connor Kris Neyen Public Present: See attached sheet Review and Certification of Minutes of February 8. 2006 Meetina Commissioner Maloy moved to approve the February 8, 2006 minutes as submitted. Commissioner Wainwright seconded. Roll Call. Giesen-abstain; Neustadt-abstain. All others present in favor. Motion passed. Correspondence I Public Input None. Old Business None. New Business Public Hearing FY2007 Annual Action Plan - Amendment 1 Commissioner Maloy moved to open the public hearing. Commissioner Oliver seconded. Roll call. All present in favor. Motion passed. Aggie Tauke reviewed the proposed amendment, which was needed to reduce the CDBG entitlement allocation for FY2007 from $1,398,731 to $1,256,479, a $142,252 reduction. She further stated that the City Council has already approved the reduction in administrative services. Gary Carstens, representing Dubuque Area Lifetime Center, requested that the Commission restore $5,000 for their funding. Numerous individuals including: JoAnn Scannell, Wanda Knight, Pat Schulz; Colleen Van Dee; Alvin Coates and Louise Kowalski all spoke in support of the Lifetime Center, stating that they don't know what they would do if it had to close its doors. They spoke of the friendships and the support they received from the Center. They stated that "it gives some a reason to get out of bed in the morning". Julie Woodyard, representing Hillcrest Family Services, spoke in support of the Community Partnership Program (cp2). She stated they have utilized the cp2 funds and would hate to see those funds cut. Steve Jacobs, representing Project Concern, stated that he does not feel that they could afford any cut in funding. Commissioner Neustadt moved to close the public hearing. Commissioner Craddieth seconded. Roll call. All present in favor. Motion passed. Commissioner Neustadt moved to approve the Public Service Activities with the following proposed amendment: Community Partnership Program (cp2) Dubuque Dispute Resolution Center Neighborhood Recreation Program Neighborhood Support Grants Dubuque Area Lifetime Center Washington Tool Library $ 66,000 $ 1,500 $115,609 $ 21,748 $ 23,000 $ 14,662 Commissioner Craddieth seconded. Roll call. All present in favor. Motion passed. Commissioner Maloy moved to approve the entire Amendment 1-FY2007 Annual Action Plan as amended and forward to City Council for approval. Commissioner Oliver seconded. Roll call. All present in favor. Motion passed. CP2 Amendments Finley Health Foundation - Amend Budget Aggie stated that Finley Health Foundation is requesting a modification to their cp2 grant to move $300 from space/utilities and $2,125 from publication/dues to supplies/printing. Commissioner Craddieth moved to approve Finley Health Foundation's request. Commissioner Oliver seconded. Roll call. All present in favor. Motion passed. Audubon School FY2006 - Grant Extension Aggie stated that Audubon School is requesting an extension of time to expend their cp2 grant. The request states that the total amount of funds would be expended by June 30, 2006. Commissioner Neustadt moved to deny the request for extension since the grant funds were not expended in a timely manner and the terms of the grant agreement have not been met, but to pay any portion of funds expended up through March 31,2006. Commissioner Oliver seconded. Roll call. Giesen-nay. All others present in favor. Motion passed. Information Sharina CP2 Review Committee - Members Needed Commissioners Oliver and Craddieth volunteered as members of the cp2 review committee. Aggie stated that applications are due March 24, 2006. Meetings are sheduled for April 6, 13 and 19,2006. Commissioner Neustadt thanked the Commission and staff for all their support during his illness. Aggie stated that the Mulit-Cultural Family Center will be making a brief presentation to the Commission at the April 12, 2006, meeting. Aggie stated that the City Manger sent a letter to Congressman Nussle requesting his support for the CDBG program in FY07. Adiournment There being no further business to come before the Commission, Commissioner Neustadt moved to adjourn. Commissioner Giesen seconded. Motion passed by voice vote.
