Van Milligen, City Manager SUBJECT: Gannon Center Community Partnership (cp2) Grant In May 2004 the City Council approved a Community Partnership (cp2) grant for the Gannon Center for a Transportation/Mental Health Skill Development Program in the amount of $12,277. To date, $5,522 has been expended, with a remaining balance of $6,755. The Gannon Center for Community Mental Health has requested the grant be transferred to Hillcrest Family Services due to the closing of the Center. Housing and Community Development Department Director David Harris recommends City Council approval of a resolution and amendment to rescind the Gannon Center Community Partnership Grant and transfer the funds for the same program to Hillcrest Family Services. BACKGROUND In May 2004, the City Council approved a Community Partnership (cp2) grant for the Gannon Center for a Transportation/Mental Health Skill Development program in the amount of $12,277. In June 2005, the Community Development Advisory Commission approved the extension of the grant deadline to June 30, 2006. To date, $5,522 has been expended, with a remaining balance of $6,755. The Gannon Center for Community Mental Health has requested the grant be transferred to Hillcrest Family Services due to the closing of the Center. The remaining balance of $6755 will be transferred to allow Hillcrest to operate the same cp2 program which provides transportation costs for clients to access needed services and establish outpatient group therapy skill-building sessions for the mentally ill. The Community Development Advisory Commission reviewed the request at their April 12th meeting and concurred to transfer the cp2 grant to Hillcrest Family Services. RECOMMENDATIONS I recommend that the City Council approve the attached resolution and amendment to rescind the Gannon Center Community Partnership grant and transfer the funds for the same program to Hillcrest Family Services. ACTION STEP The action step for the City Council is to approve the attached resolution and agreement and authorize the Mayor to sign on behalf of the City. Prepared by Aggie Tauke, Community Development Specialist F:IUsers\ATAUKEICP2\cp2 AgreementslGannon Center cp2 amend.memo.doc RESOLUTION NO. 145-06 RESCINDING THE GANNON CENTER COMMUNITY PARTNERSHIP (cp2) GRANT FOR THE TRANSPORTATION/MENTAL HEALTH SKILL DEVELOPMENT PROGRAM AND APPROVING THE TRANSFER OF FUNDS FOR THE PROGRAM TO HILLCREST FAMILY SERVICES Whereas, on May 17, 2004 by Resolution 207-2004, the City of Dubuque, Iowa (Recipient) awarded the Gannon Center (Subrecipient) $12,277 in Community Development Block Grant (CDBG) funds for the TransportationlMental Health Skill Development program 2005 pursuant to the Community Partnership (cp2) Grant Agreement (the Agreement); and Whereas, the Subrecipient received an extension on June 8, 2005 to extend the expenditure of funds to June 30, 2006; and Whereas, the Subrecipient has requested the grant be transferred to Hillcrest Family Services due to the closing of the Gannon Center; and Whereas, the Community Development Advisory Commission has approved the request at their April 12, 2006 meeting; and Whereas, City Council has determined that the transfer of funds is in the best interests of the City of Dubuque. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF DUBUQUE, AS FOllOWS: Section 1. The Community Partnership (cp2) Grant Agreement between the City of Dubuque and the Gannon Center for the Transportation/Mental Health Skill Development Program as per Resolution 207-2004 is hereby rescinded and remaining funds are transferred to Hillcrest Family Services for the same program. Section 2. That the City Manager be and he is hereby authorized to develop and execute a grant agreement with Hillcrest Family Services for the Transportation/Mental Health Skill Development Program in the amount of $6,755 in accordance with the program guidelines established for the Community Partnership Program and with the regulations of the Community Development Block Grant Program. I Section 3. That upon execution of said agreement, the City Manager is hereby authorized and directed to disburse program funds in support of said project in accordance with the terms and conditions established in said agreement. 17th Dated this 17th day of April, 2006.
