Dear Mayor Buol:
The Community Development Block Grant (CDBG) Program provides funds for the City of
Dubuque to revitalize neighborhoods, expand affordable housing and economic opportunities, and
improve community facilities and services. The U.S. Department of Housing and Urban Development
(BUD) is required by law to review the performance of each entitlement city to determine whether the
recipient is carrying out its CDBG assisted activities in a timely manner.
The standard for timeliness at 24 CFR 570.902 requires that no more than 1.5 years of funds
remain unexpended 60 days prior to the end of the program year. On May 3, 2006, the city's balance of
undistributed grant funds will be reviewed in accordance with the regulations. As of the date of this
letter, the city had 1.62 years of funds remaining unexpended which is $ 180,562.14 above the standard.
Please strive to meet the timeliness standard, as failure to meet the statutory requirement could result in
the deobligation of CDBG funds.
