Sealed bids were received for the Port of Dubuque - Parking Lot NO.1 Reconstruction
and Landscaping Project. City Engineer Gus Psihoyos recommends award of the
contract to the low bidder, Portzen Construction, Inc., in the amount of $449,989, which
is 7% over the engineer's revised estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the Port of
Dubuque - Parking Lot NO.1 Reconstruction and Landscaping Project.
BACKGROUND
The Port of Dubuque - Parking Lot No. 1 Reconstruction and Landscaping Project will
provided for the complete reconstruction of the existing parking lot between the Portside
Building and River's Edge Plaza. The project will provide for aesthetics enhancements
and parking lot improvements that comply with Port of Dubuque Design Standards such
as: improved traffic flow and circulation; improved access to parking stalls; lighting
improvements; and the installation of landscape plantings and supporting irrigation
system.
The project will also provide for completing landscaping improvements to the existing
parking lots (No.2, 3 and 6) between the Portside Building and the National Mississippi
River Museum and Aquarium.
BID RESULTS
Sealed bids were received on the project on April 6, 2006. Portzen Construction, Inc.
of Dubuque, Iowa submitted the low bid in the amount of $449,989.00. This amount is
7.0% over the engineer's revised estimate of probable cost. A summary of the bid
proposals received are as follows:

DISCUSSION
The estimate of probable cost was revised during the bidding process as a result of
modifications to both bid items and bid item quantities for the landscaping plan. During
the bidding process, the landscape architect consultant updated the landscape planting
schedule and thus the original cost estimate of $390,000 was adjusted to $420,693.
These changes reflected in a $30,693 increase from the engineer's original estimate.
Engineering staff was informed that project costs increased due to the aggressive
construction schedule. The contractor will have 6 weeks to complete the project which.
will minimize the direct impact to the Diamond Jo Casino, Dubuque River Rides and the
National Mississippi River Museum and Aquarium. The specified June 2nd completion
date will require the project to be substantially completed before the America's River
Festival weekend and before the busy summer tourism season begins.
Staff was also advised that project costs increased due to the additional cautionary
measures required by the contractor when performing the excavation and trenching
operations to protect the existing underground environmental remediation system that is
in-place within the Parking Lot NO.1 project area.
Due to the specified construction schedule and the long lead delivery time for the
parking lot lights and the electric control cabinet, the City will be providing the specified
equipment to the contractor. The costs to furnish and supply the lighting components,
the control equipment and the Alliant electric service was inadvertently not included in
the initial cost presented, however the updated costs have been included in the revised
project cost estimate.
RECOMMENDATION
I recommend that the contract be awarded to Portzen Construction, Inc. in the amount
of $449,989.00.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 20th day of March, 2006, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Port of Dubuque - Parking Lot 1 Reconstruction and Landscaping Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

AWARDING CONSTRUCTION CONTRACT FOR THE PORT OF
DUBUQUE PARKING LOT 1 RECONSTRUCTION AND
LANDSCAPING PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Port of Dubuque - Parking Lot 1 Reconstruction and Landscaping Project
pursuant to Resolution No. and notice to bidders published in a
newspaper published in the City of Dubuque, Iowa on the 24th day of March,
2006.
Whereas, said sealed proposals were opened and read on the 6th day of
April, 2006, and it has been determined that the bid of Portzen Construction, Inc.
of Dubuque, Iowa, in the amount of $449,989.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Portzen
Construction, Inc. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the Port of
Dubuque - Parking Lot NO.1 Reconstruction and Landscaping Project.
BACKGROUND
The Parking Lot No. 1 Reconstruction and Landscaping Project is one of the final
elements to complete as part of the successful efforts to revitalize the Port of Dubuque
Riverfront and an integral public component of the $188 million dollar America's River
Project.
The City has budgeted funds for the renovation of existing parking lots in the Port of
Dubuque as part of the Vision Iowa grant for the America's River project. The
completion of the Parking Lot No. 1 Reconstruction and Landscaping Project is a
required component of the Vision Iowa grant. The Vision Iowa Board has granted the
City of Dubuque a time extension for the completion of the lot improvements while
environmental mitigation issues were resolved.
The Parking Lot No. 1 Reconstruction and Landscaping Project was delayed while
mitigation plans were finalized; the City received EPA approval; and the
injection/extraction system was installed. Now that the environmental remediation
system is in-place and operating properly, the City can proceed with the parking lot
improvements and aesthetics enhancements.
The City previously completed renovations to the existing shared-use parking lots (No.
2A, 2B, 3 and 6) between the Portside Building and the National Mississippi River
Museum and Aquarium. The landscaping and amenities component for these parking
lots will be completed as part of the Parking Lot No. 1 project.
DISCUSSION
The Parking Lot No. 1 Reconstruction and Landscaping Project will provided for the
complete reconstruction of the existing parking lot between the Portside Building and
River's Edge Plaza. The project will provide for aesthetics enhancements and parking
lot improvements that comply with Port of Dubuque Design Standards such as improved
traffic flow and circulation; improved access to parking stalls; lighting improvements;
and the installation of landscape plantings and supporting irrigation system.
The project will also provide for completing landscaping improvements to the existing
parking lots (No.2, 3 and 6) between the Portside Building and the National Mississippi
River Museum and Aquarium.
