INTRODUCTION
This memo transmits a resolution for recommended fee increases and a new
waiver fee for FY2014 for the Planning Services Department to meet our self -
supporting guideline of 24% for the Development Services Activity.
DISCUSSION
Fees for the Development Services Activity in the Planning Services Department
were raised after adoption of the 2009 Unified Development Code (UDC). Due to
a "hold" on fee increases beginning in FY2005 for development of the UDC, a 10%
annual fee increase was implemented in FY2011.
With the downturn in the national, state and local economies, we saw fewer
developments in FY2011. Consequently, the scheduled 10% fee increase for FY
2012 was not implemented. A 10% fee increase was implemented in FY2013.
A 10% fee increase for FY2014 is proposed as shown on the attached chart.
FY2014 revenue increase is estimated at $3,437 collectively from Zoning
Administration Fees and Subdivision Plat Review Fees. Also attached is a 2012
survey that compares and ranks Dubuque's fees with those charged by other large
cities in Iowa.
The UDC provides for applicants to seek a waiver of site design standards from
the Zoning Advisory Commission. Currently, there is no fee for this process. For
the Development Services Activity, Planning Services staff proposes a new fee of
$303 to cover staff expense and to help us meet our revenue guideline of 24 %.
Anticipated revenue is $909 in FY 2014.
RECOMMENDATION
I recommend adoption of the attached resolution approving a 10% fee increase
and the new waiver fee for the Development Services Activity in FY2014.

RESOLUTION NO.65 - 13
RESOLUTION RESCINDING RESOLUTION NO. 72 -12, ESTABLISHING A SCHEDULE
OF DEVELOPMENT SERVICES FEES, AND ADOPTING IN LIEU THEREOF A NEW
SCHEDULE OF DEVELOPMENT SERVICES FEES AS PROVIDED IN TITLE 16 OF
THE CITY OF DUBUQUE CODE OF ORDINANCES, UNIFIED DEVELOPMENT CODE.
Whereas, the City Council of the city of Dubuque, Iowa establishes by resolution certain
fees for development services pursuant to the Unified Development Code, pursuant to the
attached schedule of Development Services Fees.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Resolution No. 72 -12 and its Schedule of Fees is hereby rescinded.
Section 2. That the attached Fee Schedule is hereby approved.
Section 3. That the attached Fee Schedule shall take effect on July 1, 2013.
