The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant was not in attendance.
Staff reviewed the submitted plat, noting previous platting of the property and location of
new private streets within the development and indicated that the new street along the
north property line of Lot 2 be given a name.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the plat is in
substantial compliance with City of Dubuque Subdivision Regulations subject to naming
the new private street on the north side of Lot 2, and waiving Article IV, Design and
Improvement Standards, except for Section 42-19, Lots and Blocks.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request with the waiver noted above.
A simple majority vote is needed for the City Council to approve the request.

Physical Characteristics: The subject property is a large approximately 47-acre
relatively level lot with frontage on U.S. Highway 20 to the north and frontage along
North Cascade Road to the south. The property is currently accessed from a 66-foot
wide platted right-of-way easement that accommodates Royal Wood Drive.

Proposed Streets and Grades: The original final plat for this property was approved in
October 2005 and made accommodations for extension of a 66-foot wide right-of-way
for Royal Wood Drive from North Cascade Road to the northern extreme of Lot 2. The
original final plat also provided for another 66-foot right-of-way to accommodate Key
City Lane that intersects Royal Wood Drive and proceeds westerly to the west property
line. The proposed Key City Properties Final Plat NO.3 indicates an extension of
another access from its access at the northern terminus of Royal Wood Drive running
east/west to the west property line.
Recommended Motion: Motion to approve the submitted final plat of Key City
Properties Plat NO.3 as it is in substantial compliance with City of Dubuque Subdivision
Regulations and the Fringe Area Development Policy, subject to waiving Article IV,
Design and Improvement Standards except for Section 42-19, Lots and Blocks.

Conformance with Comprehensive Plan: The submitted preliminary plat implements
the Comprehensive Plan's Land Use Element: 3.1 and Economic Development
Element: 3.4 and 8.1.
Impact of Request on:
Utilities: The proposed development extends water service from an existing
communal well on an adjacent lot and individual septic will be provided for each lot.
Each lot is in excess of the minimum one-acre required for individual septic tanks.
Traffic Patterns: The subject property will be accessed from North Cascade Road.
Based on 2001 lOOT traffic counts North Cascade Road carries approximately
1,700 average daily trips.
Public Services: Existing public services other than water and sewer are adequate
to serve the site.
Environment: Staff does not anticipate any adverse impact to the environment
provided septic systems are installed as per County standards, and erosion control
is provided during all phases of development of the property.
Adjacent Properties: Development of the subdivision will increase traffic, ambient
light levels, noise and activity in this area.
Recommended Conditions on Plat: Staff recommends that the newly platted street
along the north property line of Lot 2 be named.
Staff Analysis: The Zoning Advisory Commission and City Council reviewed the
original final plat for this property in October 2005. The City Council approved the final
plat of Key City Properties NO.2 on October 17, 2005.
The final plat of Key City Properties Plat NO.3 subdivides the balance of the property
into three separate lots. Lot 1 on the northern portion of the property is 37.7 acres in
area and has frontage along Highway 20. Lot 2, which is approximately seven acres,
accommodates an existing 31,000 square foot steel commercial building and provides
for an extension of a 66-foot wide right-of-way for a private street built to County
standards along the northern 457 feet of Lot 2. Lot 3, which is approximately two acres,
and is located at the southwest corner of the property, has approximately 440 feet of
frontage along North Cascade Road and approximately 280 feet of frontage along
platted Key City Lane on its northern boundary along. Royal Oak Drive and Key City
Lane are platted private streets built to County standards.

The entire site will be served by an existing communal water well located on the
southern edge of the property on Lot 1 of 1. Each lot will have a private septic system.
There is no proposed storm water detention or storm water piping on this site. The
entire property is zoned M-1 County Industrial.
Planning staff recommends that the submitted final plat of Key City Properties Plat No.
3 be approved as it is in substantial compliance with City of Dubuque Subdivision
Regulations and the Fringe Area Development Policy, subject to waiving Article IV,
Design and Standards except for Section 42-19, Lots and Blocks.

RESOLUTION NO. 165 -06
RESOLUTION APPROVING THE FINAL PLAT OF KEY CITY PROPERTIES PLAT NO.
3 IN DUBUQUE COUNTY, IOWA.
Whereas, there has been filed with the City Clerk a final plat of Key City Properties Plat
No. 3; and
Whereas, the preliminary plat has been examined by the Zoning Advisory Commission
and has its approval endorsed thereon; and
Whereas, said final plat has been reviewed by the Zoning Advisory Commission and had
their approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating hereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and Improvement
Standards of the Subdivision Regulations except Section 42-19, Lots and Blocks.
Section 2. That the Final Plat of Key City Properties Plat NO.3 is hereby approved
and the Mayor and City Clerk are hereby authorized and directed to endorse the approval of the
City of Dubuque, Iowa upon said subdivision plat.
