The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
Staff Member Guy Hemenway spoke in favor of the request, indicating the submitted plat
creates new industrial lots as part of the latest phase of the Dubuque Industrial Center
West. The plat subdivides approximately 175 acres into nine new lots and provides
additional green space for extension of the Bergfeld Recreational Trail.
Staff reviewed that Lots C and D do not have frontage. Lot C is reserved for extension of
a rail spur and Lot D is open space and allows for the potential expansion of McGraw Hill's
distribution warehouse.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted plat is
in substantial compliance with the City of Dubuque Subdivision Regulations subject to
waiving lot frontage requirements for Lots C and D.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, with a waiver of lot frontage requirements for Lots C and D.
A simple majority vote is needed for the City Council to approve the request.

West. The property is bisected by Chavenelle Road right-of-way. The property slopes from the
north to the south and generally drains toward thl! Catfish Creek drainage. The southern portion

Traffic Patterns: Traffic will access both the north and south half of these sites from
Chavenelle Road, which is a 1 DO-foot wide right-of-way with 37 -feet of pavement. Traffic
will exit east or west onto either the Northwest Arterial or Seippel Road respectively. Traffic
counts are unavailable for Chavenelle Road at this time.
Public Services: Existing public services are adequate to serve the site subject to extension
of electric service.
Environment: Staff does not anticipate any adverse impact to the environment provided
adequate erosion control is provided during all phases of development of the property.
Storm water is being managed through drainage across Lots A and B and new
development will require on-site detention.
Adjacent Properties: Adjacent properties consist of large lot, primarily agricultural
properties, that are compatible with proposed industrial uses.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat for Lots 1 thru 5 and Lots A, B, C and D of Dubuque
Industrial Center West 5th Addition subdivides an existing portion of the Dubuque Industrial
Center into nine new lots. Lots 1 thru 5 will serve as new industrial lots. Lots A and B serve as
an easement for public utilities, storm water drainage and a recreational trail. Lot C, a portion of
which is in the floodway, has no frontage on a public street and has the potential to
accommodate a future rail spur. Lot D also has no frontage on a public street and a portion of
the lot may be incorporated into the adjacent lot owned by McGraw Hill. The remainder of Lot D
is a wetland that will be used for a future extension of the recreational trail system.
Lots 1 and 2 and A are located north of Chavenelle Road and Lots 3 thru 5 and B, C and D lie
south of Chavenelle Road. All lots in the subdivision except C and D have a minimum of 100
feet of frontage on Chavenelle Road.
Stormwater drainage from the proposed industrial lots will be handled through the site plan
review process as the lots are developed. Water is available to the lots from the Chavenelle
Road right-of-way and sanitary sewer will be extended to future development along the platted
easements provided for said extension.
Planning staff recommends that the submitted final plat of Lots 1 thru 5 and Lots A, B, C, and D
of Dubuque Industrial Center West 5th Addition be approved as it is in substantial compliance
with the City of Dubuque Subdivision Regulations subject to waiving Article IV, Design and
Improvement Standards, Section 42-19 Lots and Blocks, for lot frontage on Lots C and D.

A RESOLUTION APPROVING THE FINAL PLAT OF DUBUQUE INDUSTRIAL
CENTER WEST 5th ADDITION IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk the Final Plat of Dubuque
Industrial Center West 5th Addition in the City of Dubuque; and
Whereas, upon said Final Plat appears certain public utility and sanitary sewer
easements which the owners by said Final Plat have dedicated to the public forever;
and
Whereas, said Plat provides 0 feet of lot frontage for Lots C and D, where 100
feet of lot frontage is required by Ordinance No. 83-04, Section (C)(2) which establishes
bulk standards for the Dubuque Industrial Center West; and
Whereas, said Final Plat has been reviewed by the Zoning Advisory Commission
and had their approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating to it, except that no streets or
public utilities have yet been constructed or instal/ed, and that a preliminary plat has not
been submitted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of easements for public utilities and sanitary
sewer as they appear upon said Final Plat be and the same are hereby accepted.
Section 2. That the lot frontage requirement of 100 feet established by
Ordinance No. 83-04, Section (C)(2) is waived to aI/ow Lots C and D to have 0 feet of
frontage.

Section 3. That the Final Plat of Lots 1 thru 5, and Lots A, S, C and 0 of
Dubuque Industrial Center West 5th Addition is hereby approved and the Mayor and
City Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said Final Plat.
Section 4. Sidewalk installation shall be the responsibility of the owner of the
property abutting the public right-of-way, including lots with multiple frontages, as
required by City Code 41-161 through 41-164. The responsibility shall extend to all
successors, heirs and assignees. Sidewalk installation will not be required until the
development of the lot has been completed except as required herein. Sidewalks shall
be five (5) feet in width and installed one (1) foot from the property line. All vacant lots
shall have sidewalks installed upon development of eighty percent (80%) of the
developable lots approved by the Final Plat.
Section 5. That the final acceptance of all public improvements shall occur
upon certification of the City Engineer that all public improvements have been
completed in accordance with the improvement plans and City standard specifications.
