SUBJECT: Nowata Street Parking
City Engineer Gus Psihoyos recommends City Council approval of an ordinance that
would delete the current parking prohibition on the west side of Nowata Street between
Loras Boulevard and University Avenue. This parking restriction is no longer needed
due to the widening of Nowata Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The parking restriction that currently exists on the west side of Nowata Street between
Loras Boulevard and University Avenue is no longer necessary.
BACKGROUND
The Leisure Services Department asked the Engineering Department to consider
widening the street to provide additional on-street parking for patrons of Allison
Henderson Park. In order to provide the additional parking and allow adequate space
for residents to maneuver in and out of their driveway, the street required widening.
Although the project has not been completed, the pavement work is done and vehicles
are traveling (and parking) on the street. Grading and sodding, which will be done in
April, will complete the project.
DISCUSSION
Neighborhood meetings were held with Engineering and Leisure Services Department
representatives. Residents are aware of and support the additional width of the street
and the proposal to allow parking.
RECOMMENDATION
I would recommend that the City Council adopt the attached ordinance that would
delete the Code of Ordinances section that currently prohibits parking on the west side
of Nowata Street between Loras Boulevard and University Avenue.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance.

THE CITY OF DUBUQUE, IOWA, PROHIBITING PARKING ON DESIGNATED
STREETS OR PORTIONS THEREOF BY DELETING NOWATA STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DU~UQUE,:dOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by deleting from Subsection (d) of Section 32-262 the following:
Nowata Street, west side, from Loras Boulevard to University Avenue.
Passed, adopted and approved this 17th day of April, 2006.
