WHEREAS, The American people are becoming increasingly aware of the
incidence of abduction and exploitation of the children of the United
States. In order to combat this threat, many private organizations and
their dedicated volunteers have established programs to teach safety
measures to children.
WHEREAS, in memory of Dubuque Mason Chris Stechman's cousins, Lyric Cook
and Elizabeth Collins, the Dubuque Masons will conduct a free child
identification event on March 9, 2013 from 10:00 a.m. to 4:00 p.m. at
the Dubuque Masonic Temple, 1155 Locust Street; and
WHEREAS, at this event, the Dubuque Masons will provide children ages 18 and
younger accompanied by a parent, with a kit free of charge, which
contains a digital photograph, digital video, and digital fingerprint
scans of the child along with a DNA cheek swab and dental impression
with the only copy of the identifying information going to the parent;
and
WHEREAS, it is the hope of the Dubuque Masons to safeguard any child or parent
from the loss experienced by the families of Lyric Cook and Elizabeth
Collins.
NOW THEREFORE, 1, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY
PROCLAIM THE 9TH DAY OF MARCH, 2013 AS
"DUBUQUE MASONIC CHILD IDENTIFICATION DAY"
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set
my hand and caused the Great Seal of the
City of Dubuque to be affixed this 4`h day of
March, 2073.
