BACKGROUND In order to receive the consolidated funding for the following year The Jule is required to annually submit a Consolidated Funding application which includes an Authorizing Resolution. The Authorizing Resolution, upon approval and signature by City Council, must be submitted with the completed application to the Iowa Department of Transportation (IA DOT) /Office of Public Transit (OPT). The Jule, as the public transit service operated by the City of Dubuque, receives a portion of its annual operating funds from the IA DOT /OPT. DISCUSSION On October 1, 2012 MAP -21, the new federal transportation bill, came on -line. In MAP - 21 programs or "sections" were consolidated, eliminated and /or otherwise modified. As present these changes have had a minimal impact to The Jule's amount of annual funding. The MAP_21 sections that pertain to the operation and funding of The Jule are as follows: • Transit Asset Management Provision, Section 5326 = defines "state of good repair" of federally funded vehicles, equipment and facilities, and requires the development of asset management plans that includes performance measures and goals; • Safety Program, Section 5329 = sets new safety requirements for all recipients that include development of Safety Plan and a Security Plan, and the assignment of a "safety officer "; • Urbanized Area Formula Grants, Section 5307 (State Transit Assistance or "STA ") = funds capital, planning and Job Access Reserve Commute (JARC)- eligible activities (JARC as a stand -alone program was eliminated under MAP - 21); • Enhanced Mobility of Seniors and Individuals with Disabilities, Section 5310 = consolidated (old) 5310 and New Freedom program eligibilities; and • Bus and Bus Facilities Formula Program, Section 5339 (replaced Section 5309) = replaces section 5309 funding and are consolidated and distributed the PTMS (bus replacement) process Section 5307 (STA) funding is determined by combining annual fixed route and paratransit service ridership, revenue miles and operating expenses, which is weighted against the locally determined income. The total population of each city or region is portioned as a percentage of Iowa's total population, which is weighted to percentage of formula funding. In Fiscal Year (FY) 2014, the IA DOT/ Office of Public Transit (OPT) has projected that The Jule's Section 5307 (STA) fund allocation will be $209,296 or 1.86 %, and the Section 5310 formula allocation will be $42,744 or 5.16 %, for a projected total of $252,040 in FY 2014 funding. RECOMMENDATION /ACTION STEP I recommend that the City Council approve the Consolidated Funding application as submitted and signed the Authorizing Resolution. • Form 020120wd (11 -12) Iowa Department of Transportation Authorizing Resolution We, hereby, authorize, Barbara Morck, Director of Transit Operations (Name of Authorized Signatory) on behalf of City of Dubuque d.b.a. From the State Transit Assistance Program: 1.864881 % of formula funds; $110,052 $ of Special Project funds From federal funds for transit in non - urbanized areas and/or for transit serving primarily elderly persons and person with disabilities: $ 42,744 From state -wide federal capital assistance for transit: $ 0 We understand acceptance of federal transit assistance involves an agreement to comply with certain labor protection provisions. We certify that City of Dubuque, Iowa has sufficient non - federal (Legal Name of Applicant) funds to provide required local match for capital projects and at time of delivery will have the funds to operate and maintain vehicles and equipment purchased under this project. We request that State Transit Assistance formula funding be advanced as allowed by law, to improve transit system cash flow.
