This memorandum transmits the 2012 Certified Local Government (CLG) Annual Report
for the City Council's review.
The CLG annual report is a form submitted by all Iowa CLGs to the State Historical
Society of Iowa. Under the CLG agreement with the State, the Historic Preservation
Commission is responsible for submitting an annual report that summarizes the City of
Dubuque's historic preservation work and accomplishments.
The report is being submitted as an informational item. No additional action is required.

The Historic Preservation Commission did not undertake historic preservation
planning in 2012.

Examples include working with individual homeowners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc. (use additional pages if needed)
The Commission consulted with individual property owners and developers on
issues including funding sources, NPS Preservation Briefs, Secretary of the
Interior's Standards for the Treatment of Historic Properties, the City's Historic
District Architectural and Streetscape /Landscape Guidelines, and the City's
Downtown Design Guidelines. The Commission was consulted in the design of the
Intermodal Campus located in the Historic Millwork District. Building Services
Manager Rich Russell consulted with property owners and developers regarding
the City of Dubuque Historic Building Code.
c. Sponsored public educational programming in historic preservation. Examples
include training sessions offered to the public, walking tours, open houses,
lectures, Preservation Month activities, etc. (use additional pages if needed)
April 16th through the 213t the City of Dubuque partnered with Dubuque Main
Street and the Dubuque Community School District to host the annual
"Architectural Days Program ". The week -long event offers professional
speakers, presentations and tours designed to engage and inform the public on
architecture and historic preservation issues. City of Dubuque Historic
Preservation Commissioners and Staff presented programs and attended events. A
brochure of events is enclosed.
Three Ken Kringle Historic Preservation Awards were presented at a special
ceremony April 17, 2012 at the "Voices from the Warehouse" Space in the in the
Historic Millwork District. A walking tour of the CARADCO followed the
ceremony. The award was created by the City of Dubuque Historic Preservation
Commission to recognize excellence in historic preservation. The awards are
presented annually during Architecture Days for the best rehabilitation projects
in the City of Dubuque. The ceremony is held in conjunction with the Dubuque
County Historical Society's Preservation Awards. There were also two projects
which received Preservation Iowa Preservation at Its Best awards in 2012. The
City received one award in the "Sustainability in Preservation" category for its
Historic Millwork District Complete Streets Project. In the "Residential"
category, the City shared an award with the Dubuque Bank and Trust (DB &T)
Community Development Corporation for the rehabilitation of the Washington
Neighborhood Rowhouses located at 1765 —1795 Washington Street. Media
releases for the Ken Kringle Historic Preservation awards and the Preservation
Iowa Preservation at Its Best awards are attached.

The Dubuque City Council, Historic Preservation Commission and Staff
participated in Historic Preservation Month. On May 2nd the City of Dubuque
Historic Preservation Commission hosted a workshop on researching historic
properties.

8. Are there any particular issues, challenges, and /or successes your preservation
commission has encountered or accomplished this year?
The City of Dubuque Historic Preservation Commission has spent considerable time
evaluating its role in the Community and direction of the historic preservation program.
The Commission and Staff have discussed the benefits and concerns with transitioning
from a predominantly regulatory function to a role more focused on education, outreach
and marketing.
The City of Dubuque was proud to be the recipient of a Preservation Grant from the
National Trust for Historic Preservation to Update the City of Dubuque Design
Guidelines. The project includes a comprehensive review, update and consolidation of
the Historic District Guidelines and the Downtown Design Guidelines into a single user -
friendly document. The update also includes integrating new guidelines which address
sustainability and accessibility principles. The Guidelines are scheduled to be completed
December 2013.
The Historic Preservation Commission is also pleased to have created the Historic
Preservation Technical Assistance Program. The program provides a 50:50 matching
grant funds to property owners for any soft costs associated with preparing National
Register of Historic Places nomination or Historic Tax Credit applications. The program
has an emphasis on the small projects category. A brochure describing the program is
enclosed.
Section III
Historic Preservation Program Administration
® The CLG will organize and maintain a historic preservation commission, which must
meet at least three (3) times per year.

positive interest in historic preservation, or closely related fields, to the extent
available in the community.

NEWS RELEASE
April 12, 2012 — For Immediate Release
10th Annual Ken Kringle Historic Preservation
Awards Announced
DUBUQUE, Iowa — The Dubuque Historic Preservation Commission will present the 10th
Annual Ken Kringle Historic Preservation Awards at a ceremony on Tuesday, April 17, at 6:00
p.m. at the "Voices from the Warehouse" Space in the Wilmac Warehouse, 1000 Jackson
Street, Dubuque. The public is invited to attend. A walking tour of the CARADCO Building
Project will follow the ceremony.
The Ken Kringle Historic Preservation Award was created by the City of Dubuque Historic
Preservation Commission to recognize excellence in historic preservation. Awards are
announced annually for the best rehabilitation projects located in the City of Dubuque. The
award is named after the late Ken Kringle for his dedication to historic preservation through
his involvement as a member and past Chairperson of the Historic Preservation Commission,
President of the Bluff Street Neighborhood Association, resident of the Cathedral Historic
Preservation District and member of the Old House Enthusiasts Club.
The following projects will receive awards in recognition of their outstanding preservation
efforts in 2011:
1. Riverworks, 40 -44 Main Street - The Riverworks Building, 40 -44 Main Street, is the
first downtown rehabilitation of warehouse buildings. The warehouse buildings were
constructed in 1894 for the Schroeder - Kleine Grocer Company (44 Main Street) and
the M.M. Walker Company (40 Main Street). The nearly identical brick buildings are
designed in the Romanesque style. At the turn of the 20th Century, the two grocer
companies were considered to be most prominent wholesale food distributors in the
upper Midwest region. The M.M. Walker Company was a wholesale fruit distributor
and was said to have the cold- storage capacity to store 14 railcar loads. It had a
refrigerated first floor, ice room on the second, and warehouse space on the third floor.
The Schroeder - Kleine Grocer Company supplied a diverse assortment of goods to
grocers throughout the upper Midwest region. Similar to the M.M. Walker building, the
Schroeder - Kleine Co. building was fully electrified and each floor was readily
assessable by freight elevators.
The building's owners, Chris Miller, Miller Development Group and Patrick Duffy,
Chatham Bay Group, concluded the two year rehabilitation effort in 2011. The project
was undertaken with United States Green Building Council LEED principles in mind
and certification is under consideration. The rehabilitation included the restoration of
storefronts, millwork, interior beams, brickwork, and flooring. The building received
new efficient windows and mechanicals systems on all three floors. The owners
created 50 market rate apartments and commercial space. To finish the project, a
1300 square foot rooftop terrace with views of the Mississippi River was built. The
buildings are listed on the City of Dubuque historic register as well as the National
Register of Historic Places. The project is an example of how well sustainable
development and historic restoration projects come together to create places where
people want to live and work.
2. Washington Street Rowhouses, 1765 -1795 Washington Street - The 7 unit Rowhouse
was originally built in 1910 for the Schmid family who owned and operated the Schmid
Manufacturing Company. The factory and office was located directly behind the
rowhouses. The Schmid Manufacturing Company produced casket hardware that was
sold throughout the United States and internationally.
The brick rowhouse has very unique and defining features, including three triangular
internal light shafts, a raised stone foundation, straight cut stone lintels and sills, and
stone quoins at the building corners.
Prior to the start of the project, one of the units was fire damaged and had to be
completely gutted. The other units were in desperate need of rehabilitation and
updating. Through a partnership with the Dubuque Bank & Trust (DB &T) Community
Corporation, the City of Dubuque and DB &T purchased 6 of the 7 units, completely
rehabilitated them, and are in the process of re- selling them to owner - occupied
homebuyers. The remaining privately owned unit's exterior was cleaned and re-
pointed.
The units have approximately 1200 square feet of living space with full basements.
Lead based paint was removed from the interior of the units. The existing wood
windows were scraped, repaired and painted. New mechanicals were installed and the
electrical service was upgraded. Plaster walls and ceilings were repaired and painted.
The bathrooms were remodeled and floors were refinished. The attics received new
insulation. On the exterior, a new roof was installed. The brick and stone were cleaned
on the entire building. The mortar joints were re- pointed where necessary. New
windows were installed in the basement level. New decks were installed on the rear of
the building. Storm windows were repaired, painted and re- installed. The front door
transom windows were repaired and wood replicas of the original doors were installed.
The project was an investment in an historic building as well as the Washington
Neighborhood. It has increased homeownership in the area and fostered pride in the
neighborhood. The rowhouses are located in the Washington Neighborhood
Conservation District.
3. The White House, Four Mounds Estate, 4900 Peru Road - Built in 1924 for George R.
"Bill" and Elizabeth Burden, this modest Colonial Revival Style structure was home to
the Burdens and their three daughters. The home was occupied from 1925 to Mrs.
Burden's death in 1982, when the 60 acre estate was bequeathed to the City of
Dubuque in order that it be made available to the public for educational uses.
The White House is one of a number of buildings at the former gentleman's farm, now
Four Mounds Estate. The house overlooks the Mississippi River. Playhouses and a
small swimming pool for the children were built alongside it. A beautiful rock garden
and potting shed tended by Elizabeth, and a woodshop for Bill were also built
immediately nearby.
The site is owned by the City of Dubuque and Four Mounds Foundation is entirely
responsible for its management and fundraising. The rehabilitation project started in
the late 1990s and was completed in December of 2011. The pipes in the house had
broken over the years and severe damage had taken place. The plaster systems were
restored, the mechanicals were all updated, air conditioning was installed, lead paint
was removed, the cedar roof was replaced, and the windows were restored. With the
exception replacing one of the children's bathrooms with an adult bathroom, no interior
changes were made. Some non - historic windows on the second floor porch were re-
created to the original design.
With the conclusion of the White House restoration, the building is now open to the
public for the first time in its history. It is a contributing piece to the Four Mounds
experience and interpretation. The Four Mounds Estate is listed on the City of
Dubuque historic register as a Local Landmark as well as the National Register of
Historic Places.

Dubuque's Complete Streets and Rowhouses
Projects Earn "Preservation" Awards
DUBUQUE, Iowa — The City of Dubuque was the recipient of two awards at the "2012
Preservation at Its Best Awards" held on Wednesday, Oct. 3, at the Five Flags Theater in
Dubuque.
The City received one award in the "Sustainability in Preservation" category for its Historic
Millwork District Complete Streets Project. In the "Residential" category, the City shared an
award with the Dubuque Bank and Trust (DB &T) Community Development Corporation for
the rehabilitation of the Washington Neighborhood Rowhouses located at 1765 -1795
Washington Street.
The awards are presented by Preservation Iowa in partnership with the Iowa Gaming
Association and honor individuals, organizations, projects, and programs that demonstrate a
commitment to excellence in historic preservation. The awards recognize preservation work
in a variety of categories, including commercial, public and residential projects, and adaptive
use.
Dubuque's Complete Streets Project was completed in May 2012 and involved the
reconstruction and redesign of various streets in the downtown millwork district to provide
easier use for pedestrians, drivers, bicyclists, public transportation vehicles and riders, older
people, children, and people with disabilities. The Washington Neighborhood Rowhouses,
originally built in 1910, were purchased in 2008 by DB &T and the City of Dubuque and
underwent a complete rehabilitation to revitalize the single - family homes.

Purpose
The Historic Preservation Technical
Assistance Program (TAP) offers incen-
tives to owners of historic properties to
maintain and improve the community's
historic and architectural heritage while
taking advantage of historic tax credits.
This program provides 50:50 matching
grant funds to assist with soft costs
associated with state and federal his-
toric preservation tax credit applica-
tions. Eligible expenses include architec-
tural, accounting, and qualified preser-
vation professional fees.
Preference is given to projects that qual-
ify for the State of Iowa's Small Projects
program (projects under $500,000).
The State Historic Tax Credit Small Pro-
jects program makes available up to
25% of qualified rehabilitation costs as
a credit against the owner(s) state in-
come taxes. Properties do not need to
be income - producing.
TAP also provides 50:50 matching grant
funds for preparing National Register of
Historic Places nomination for a
property or district.

Applicant Eligibility
The owner of any property at least 50
years old with architectural or historical
significance located in a local Historic
District, Conservation District, or is a
designated City Landmark, or is individu-
ally listed on the City of Dubuque
historic register. If the property is not
listed on the local register, it must be
designated to qualify for TAP funds.
The architectural or historical signifi-
cance of the property is based on the
City of Dubuque's historic property in-
ventory .
Grant Amount/Terms
This program provides up to $5,000 in
50:50 matching grant funds for prepar-
ing state and federal historic tax credit
applications. For example, a historic tax
credit project with eligible soft costs ex-
ceeding $10,000 would be reimbursed
the maximum $5,000 once the project
is complete. A project with $8,500 in
eligible soft costs would be reimbursed
$4,250.
Application Process
Assistance with the application is available
during regular business hours or by appoint-
ment at the Planning Services Department,
City Hall — 50 W. 13th Street, Dubuque,
Iowa. Applicants are encouraged to meet
with Planning Services staff prior to filing the
application.
Applications must include a completed Plan-
ning Application Form and a detailed descrip-
tion of the proposed project. Applications
must also include the Part 1 and Part 2 Tax
Credit Applications approved and on -file with
the State Historic Preservation Office.
Review & Approval
The Planning Services staff will review and
approve the TAP application. All applicable
licenses, inspections and permits must be
obtained before any work begins. Work
begun prior to having a required permit,
review or approval is not eligible.
Program funds will be reimbursed by the City
of Dubuque to the property owner AFTER
the rehabilitation project is complete and the
tax credit certificate is provided to the
Planning Services Department.
Eligible Improvements
All work must conform with the Secretary
of the Interior's Standards for Rehabilita-
tion and Guidelines for Rehabilitating
Historic Building. The following is a link to

Property owners cannot receive program
assistance unless their properties are in
compliance with City Codes or the owner
is actively working towards compliance.
Projects will receive a lower priority if the
property owner previously has received
assistance under this program.
